PM sounds very optimistic about SIFC

ISLAMABAD: Ambassador of Saudi Arabia to Pakistan Nawaf bin Said Al-Malki called on caretaker Prime Minister Anwaar-ul-Haq Kakar here on Wednesday.

The Saudi Ambassador congratulated the Prime Minister on assuming office and conveyed best wishes on behalf of Crown Prince Mohammed Bin Salman and the people of Saudi Arabia.

Speaking on the occasion, the Prime Minister said Pakistan and Saudi Arabia enjoy historic and deep rooted ties.

Caretaker PM meets Saudi ambassador, assures SIFC will accelerate efforts to attract Saudi investments

He emphasized that the recently-instituted Special Investment Facilitation Council (SIFC) would continue to work as before and would lay the foundations to fast-track foreign investments, particularly from Saudi Arabia. He highlighted energy, infrastructure, agriculture, IT and manpower as potential sectors of cooperation.

Kakar thanked the Saudi government for its consistent support to Pakistan’s economic stability and development.

He particularly mentioned the large number of Pakistanis working in Saudi Arabia and requested the Saudi side to continue to extend all possible facilitation to them.

The Prime Minister lauded the vision of the Saudi leadership and said that Saudi Arabia could always count on Pakistan as its trusted and reliable partner.

The Saudi Ambassador reiterated that Saudi Arabia and Pakistan are bound together in a fraternal relationship characterized by mutual trust and close cooperation on all bilateral and regional issues of common interest.

SIFC which is to focus on Agriculture, IT and Minerals is a good initiative as long as it is seen to benefit all Pakistanis, not just a select few. 1) Any investments in commercial farming must ensure that 60% of the produce is sold locally; any exports should bring in foreign exchange, there are no tax holidays; the land is leased for a maximum of 30 years, and irrigation is done through drip and sprinklers to save water. 2) Any investments in IT are done with 80% of all workers having to be Pakistani, including 80% of top management. IT must be export based and be a major source of foreign exchange; IT parks should be set up with reliable internet and electricity 3) Minerals will be the most politically sensitive area. 50 % should be the Share for the Pakistan government. There should be no tax holidays, and ideally the processing of any ore should be done locally in locally set up industries. Bidding in all three areas should be transparent and audited.

There are two things wrong with sifc, involvement of politicians and establishment. With track record of both these entities involved, sifc will surely make rich people richer and poor people poorer.

This PM has no practical experience of anything. He would not know the difference between a good deal or a bad deal. Such a shame that establishment chose him instead of an experienced mature technocrat or politician. Should the country not run for 6 months?

Nucleus of planners/establishment must exercise due diligence in such matters where the Caretaker Govt. commits any covenant on international level that otherwise require approval from the forthcoming elected National Assembly of Pakistan. This is my humble proposal just to avoid another Reko-Diq black star on our foreheads that has recently been washed away after a long time and at a considerable damage to the National and respective Provincial Exchequers. In case they feel it appropriate, then necessary instructions/guidelines be given to the Caretakers to mind their own business and stay away from such acts which are outside their jurisdiction that may create problems for Pakistan in the coming days.
