Implementation of ECC decisions: FBR to collect latest information about export of live animals
The Federal Board of Revenue (FBR) has decided to collect latest data about the export of live animals from the Model Customs Collectorates to check whether procedure for the export of animals has been violated or strictly followed in the field formations.
Sources told Business Recorder here on Saturday that the FBR would implement decision of the Economic Co-ordination Committee (ECC) of the Cabinet regarding "procedure for the export of live animals for meat purpose". These decisions were taken in the past meeting of the ECC, but still not fully implemented in the field formations.
The FBR will issue instructions to the field formations for implementation of the decisions of the ECC. It is expected that the FBR will direct the Collectors of Customs of Model Customs Collectorates across the country. The Board would also collect latest information about the export of live animals from the Collectors of Customs.
The ECC of the Cabinet in a meeting took the following decisions: Firstly, Ministry of Livestock and Dairy Development should continue with the monitoring of export of livestock and livestock products under the existing Export Policy.
Secondly, after assessing the local needs of the meat, quantity of exportable surplus of live animals be determined by Ministries of Livestock & Dairy Development and Commerce under existing policy. Thirdly, there would be no quota regime. Fourthly, the Trade Development Authority of Pakistan (TDAP) would have no regulatory role in export of live animals. Fifthly, no permit for export is issued by Livestock and Dairy Development Division.
Sources said that Under Schedule-II of the Export Policy, issued by the Ministry of Commerce, export of animals is allowed as per procedure and conditions laid down by the defunct M/o Livestock and Dairy Development. Ministry of Food Security and Research analysed the procedure developed by the erstwhile M/o Livestock & Dairy Development to determine if it was in line with the ECC's directions as well as the provisions of the Export Policy. After thorough examination, the following procedures/conditions have been approved by the Competent Authority for the export of live animals for meat purpose.
