It is the classical example of negligence that Sindh Education department could not even complete the basic documents of the scheme of Women University at Sukkur despite passage of about three years. This was disclosed by the well-informed sources inside the department with Business Recorder here on Thursday.
Sources said that Education department had made initiated the work of documentation of scheme of Women University at Sukkur on the directives of Prime Minister Syed Yousuf Raza Gilani. Gilani had announced the establishment of Women University at Sukkur during his visit of Sukkur on January 11, 2009.
About three years have been passed but the education department could not even the complete documents for the approval of said scheme from the competent technical forums of the Federal Government, sources said. It may be noted here that Federal Finance Ministry is bound to provide funding for those schemes announced by the President or Prime Minister of the country.
Soon after the announcement, the education department had started the making of documentation of the said scheme including PC-1, sources told. Sources disclosed that the scheme had been twice returned back to the Sindh government by the Federal government due to non-completion of the required documents.
Recently, the Central Development Working Party (CDWP) had again objected on the scheme that the document of land's allotment for the University is not attached with scheme's file, sources said. Following this, the Secretary of Education Mohammad Siddique Memon has written a letter No-D.O EDU&L/P.S/E.S/PMDWU/SUKKUR/2012 to the Deputy Commissioner of Sukkur, in which it was stated that; I would like to take this opportunity for reminding you regarding the Establishment of Women University at Sukkur, announced by the Prime Minister Syed Yousuf Raza Gilani during his visit.
The Sukkur district government identified the land for the establishment of said university at Rohri Bypass, but neither the possession of said land has been handed over by the district government to this department nor allotted in the name of said university, letter mentioned. The said scheme after the necessary clearance of Sindh government is currently with federal government for clearance from CDWP/ECNEC. The only hurdle is title and possession of land on which university is going to be established.
