Devolution Cabinet Committee (DCC) of the Sindh government will meet within next few days to finalise the devolution case of Sindh so that it could be taken up in the meeting of the Council of Common Interests (CCI), Business Recorder learnt on Tuesday.
It was decided in a meeting of the DCC held some days ago that the Sindh case would be prepared about the non-transfer of attached subjects, lands, buildings, plants, machinery, furniture and fixtures, equipment, transport and vehicles, funds and receivables of 17 devolved federal ministries, well-placed sources told the Business Recorder.
They said that Inter-provincial Co-ordination Secretary, Mushtaq Ahmed Shaikh had sent a letter to the DCC for the next meeting. Reminder letters had also been dispatched to the departments concerned to submit reports to the IPC regarding the devolution issues so that a comprehensive report would be presented in the meeting of the DCC, they added.
Following the passage of the 18th Amendment, the federal government had devolved the ministries of Population Welfare, Zakat and Ushr, Sports and Youth affairs, Local Government and Rural Development, Health, Education, Culture, Tourism, Antiquities, Social Welfare, Women Development, Labour, food and Agriculture, Minorities Affairs and Special Initiatives to the provinces in four phases.
However, the Sindh government has expressed strong reservations that the federal government has not devolved all subjects completely and many of attached subjects, lands, buildings, machinery, furniture, equipment, vehicles, funds and receivables have not been transferred yet.
The upcoming meeting to be presided over by Syed Murad Ali would discuss the related matters and prepare devolution case of Sindh. Then it would be sent to provincial Law Department for legal opinion and later, to the Sindh Chief Minister Syed Qaim Ali Shah for final approval, they said. Secretaries of Law, Finance, IPC and the departments concerned will attend the meeting.
