Pakistan People's Party (PPP) and Muttahida Qaumi Movement (MQM) have agreed on new local government set-up namely "Sindh Local Government System 2011", final touches would be given to the draft in today's (4th November) meeting, reliable sources told Business Recorder.
Representatives of PPP and MQM would sit today (Friday) after the meeting the draft would be sent to the Governor Dr Ishrat-ul-Ibad Khan for the promulgation of an ordinance, sources said. Sources claimed that Sindh Local Government System 2011 is likely to be promulgated by Governor Dr Ishrat-ul-Ibad Khan within next couple of days.
The Sindh Local Government Ordinance (SLGO) 2001, re-promulgated by Governor Dr Ishrat-ul-Ibad Khan, would be expired on November 06, 2011. According to 18th amendment, the governor can't extend any ordinance for further period, sources said. New local government system would be presented also in Sindh Assembly in order to bring this under legal cover, the session of provincial assembly would be called soon after the Eid-ul-Azha, sources disclosed.
In this regard, a meeting of Core-committee of PPP and MQM was held at Chief Minister's house, which was attended among others by Senior Minister for Education and Literacy Pir Mazhar-ul-Haq, Minister for Local Government Agha Siraj Durrani, Minister for Law & Parliamentary Affairs Ayaz Soomro, Minister for Archives & Special Development Rafique Engineer, Minister Syed Sardar Ahmed, Health Minister Dr Sagheer Ahmed, former District Nazim Hyderabad Kanwar Naveed Jameel, former Town Nazim Gulshan-e-Iqbal Wasie Jaleel and Wasim Akhtar MNA.
During the second phase of meeting, representatives of both parties have fully endorsed that the new Sindh Local Government system will be as per expectations and aspirations of the people, which will end the Urban and Rural differences. All the participants discussed in detail the new local government system and representatives of both parties appraised their proposals and suggestions.
Sources informed that third round of discussions over the new local government system 2011, would be held today on 4th November and final touch would be given to the draft in today's meeting. Sources told that the draft of new local government system 2011, has been made by the leaders of PPP and MQM including Syed Saradar Ahmed, Pir Mazhar-ul-Haq and others while, the experts of Sindh Law department have not been taken on-board in this regard.
