Participants at Economic Appraisal training workshop have underscored the weakness and irritants in execution appraisal of projects and discussed different methodologies and paradigms for gaining economic and social impacts through the appraisal of projects.
The training workshop titled "Economic and Social Appraisal of Projects" held here under the auspices of Khyber Pakhtunkhwa provincial reforms programme (PRP) and capacity building of the Fata Secretariat funded by UK Department for International Development (DFID) along with implementing partners Oxford Policy Management and Abeck Consultant here at Pakistan Academy for Rural Development (PARD) on Tuesday.
Around 15 officers from different departments of Planning and Development (P&D) were participated in the workshop. The training course basic objective was to equip the planning departments' officers to appraise the projects/PC-I in an efficient level.
Participants during the discussion had referred a research study in which shown that around 70 percent of projects are lacking social and economic impacts. They said that about 90 percent projects were revised in the country.
The economic and planning experts while delivering lectures to participants explained through different aspects of appraisal projects, including technical, financial, economic, organisational, environment, social, political, and others. They explained in details via different examples and diagrams and said that the technical, economic, financial aspects are the most important while appraising a project or PC-I.
The Khyber Pakhtunkhwa additional secretary, Planning and Development Department (P&DD), Shahzad Khan Bangash, while addressing on the occasion said that after spending millions of rupees, appraisal projects are lacking social and economic impacts.
He maintained that the low and poor appraisal of most of the projects is the basic factor behind less economic and social impacts. He stressed the need of organising such training course and programme for building the capacity of Planning and Development officers. Later, Mashood Mirza, Policy Adviser (PRP) explained the participants about the major functions and other relevant information about the programme.
