ACE keeps mum about corruption by former DCO, EDO

Concerned officials of Anti-Corruption Establishment (ACE) have kept deep silence over the registered complain of corruption of millions of rupees against ex District Co-ordination Officer (DCO) and ex Executive District Officer (EDO) Finance Zulifqar Ali Shah and Zahoor Ahmed Abbasi, well placed sources told Business Recorder here on Wednesday.
National Accountability Bureau (NAB) Karachi's office on 25th January 2010 had referred the matter to the Chairman ACE and suggested necessary action as per law. Chairman ACE had marked the letter of NAB for inquiry to the Enquiries section, where they have been allotted only inquiry diary number 278 to the matter while no serious investigation has been conducted in this regard, sources said.
According to reliable sources, complainant Moharam Ali, resident of Naushehroferoze, had alleged that official residence and furniture for the DCO Naushehroferoze was already available during the tenure of then DCO Nazar Mohammad Kalhoro but when Zulifqar Ali Shah took the charge of the post, he is shown to have spent more than Rs 10 Million over the said constructed bungalow and has drawn the large amount from the government budget and usurped the same by changing and drawing the elapsed government funds to account for with connivance of Treasury officer.
There was no need to construct a double boundary wall to his bungalow but he has for his own purpose of promoting corruption drawn the money from government funds without tenders and misused more than 2 million by changing and drawing the elapsed the government funds to account for with connivance of Treasury officer, complain letter mentioned.
There is a government special relief fund for the poor to be given at the time of calamities and its limit is fixed at Rs 2000 per poor by the board of revenue but he has drawn more than Rs 50, 000 per person in the names of various persons and he usurp more than Rs 10 million by changing and drawing the elapsed the government funds to account for with connivance of Treasury officer, letter stated.
It is further pointed out that no medicine was available in the district hospital but he has drawn more than Rs 20 Million from the government kitty. Similarly, the roads from Naushehroferoze to Padedin and Press Club to DCO office were in good condition but he had unduly allowed reconstructing both roads and earned Rs 15 Million from the contracts, letter added.
It is worth mentioning here that an amount of Rs 100 Million meant for surf development/funds were shifted in account four and then the salaries were given to the government employees. All the securities of contractors kept in account four had been embezzled, letter concluded. Despite serious complains the ACE officials have not touched the issue in depth and kept the matter in the cold storage. An official of ACE told Business Recorder on the condition of anonymity that majority of issues of corruption used to be resolved on the basis of "give and take" formula.
