PCCC in a fix

Soon after the emergence of Pakistan in 1947, the Pakistan Central Cotton Committee (PCCC) was brought into existence under the Pakistan Cess Act 1948 of the government of Pakistan in 1949 with its headquarters at Karachi. It was mandated to bring about improvement and development of the "growing, marketing and manufacture of cotton." The Federal Minister of Food, Agriculture is responsible for its policy matters.
The PCCC has released a galaxy of upland cotton varieties with their technologies. Besides laudable work in cotton fibre, technological research is not a mean achievement. PCCC received its first shock, when in 2005, was directed by Minfa to shift with all its goods and chattels to let the US Consulate come in its place on M. T. Khan Road, Karachi for reasons of security. Nobody cared that it would be disastrous to PCCC's research activities. PCCC could have remained intact, if the US Consulate was given an alternate land for its relocation, but it was watched in criminal silence by all stakeholders.
Even now no one in the higher echelons can see under in what predicament the PCCC is working in the building of a private bungalow. Instead of helping the PCCC to come out of its despair the PCCC has been given a second shock. It is being rumoured that PCCC is going to the All Pakistan Textile Mills Association (Aptma), Karachi for its running. It is in utter disregard of the constitutional position of PCCC. The Aptma is a purely commercial organisation concerned with cotton trade and export and has nothing to do with agricultural, or cotton technological research. The idea is not well-conceived and needs to be refrained from. The PCCC given under control of any other agency will only show that the "Awami" government has miserably failed to run it after the control of about six decades. Let the government rehabilitate the PCCC in a building of its own to stir its cotton research activities. If it is renamed "Cotton Research and Development Board" it will be only a chimerical idea. PCCC is well under the present set up and serving all its stakeholders. It would be allowed to keep its entity with the needed improvement and not change hands, which can be most detrimental to its working.
