PaCCS does not clear Nato, ISAF containers

The Pakistan Automated Customs Computerised System (PaCCS) does not clear Nato and International Security Assistance Force (ISAF) containers and cargo, which is commercial in nature, because of Pak-Afghan Transit Trade Agreement of 1965, as it requires mandatory paper documentation without which complete automation is not possible, according to a PaCCS user.
On PaCCS mechanism for verification of importers' identity through connectivity with NTN, STRN's data, manifesto clearance and reconciliation modules, auction module, transshipment module, he said this was not correct. PaCCS does not clear Nato or ISAF containers in Pakistan since no embassy in Pakistan takes the responsibility. The commercial and ISAF cargo is cleared through Pakistan Revenue Automation Limited's (PRAL's) 'One Customs' system, which is completely manual and all containers are cleared on physical documents.
Customs and PRAL staff are responsible to clear the containers after paying duties and taxes but never bothered to click the receiving button in PaCCS as is required under the customs rules. Focusing the installation of automated system at all international trade terminals, Federal Board of Revenue (FBR) is going to purchase PaCCS from Agility shortly. Technical experts are evaluating the performance of the system to pay the price to Agility.
After getting ownership of the system, FBR will be able to amend the system as per the unique requirements of trade community. At present, there are over 36,000 active PaCCS users. After the agreement, proprietary rights and source code of PaCCS system will be provided to FBR to resolve another debatable issue of security risk. All types of security regarding import/export, especially defence-related cargo movement, will be transparent.
Agility continues this one-window system to benefit the stakeholders, including customs agents, importers and exporters. The system has been built on international standards to promote trade and to automate customs procedures.
