The Supreme Court on Wednesday summoned chief secretary Balochistan for May 12 and apprise the court about actions taken by the provincial government regarding deteriorating law and order situation in the province. A three-judge bench, headed by Chief Justice Iftikhar Muhammad Chaudhry was hearing a petition filed by President Balochistan High Court Bar Association Hadi Shakeel, regarding never ending target killing and kidnapping for ransom in Balochistan.
Justice Sair Ali, a member bench said that the 'Green book' of constitution is becoming 'Red' with the increased target killings. The situation in the province, he remarked, is going from bad to worse and sometimes, one becomes really confused whether there exists a government or not. Justice Chaudhry said that dead bodies are being recovered from the rivers and streets of Balochistan. He observed that it is the responsibility of chief secretary to protect the life and property of people under Article 9 of the constitution.
AGP told the court that cases are being registered against unknown persons and they are being chased by law enforcement agencies and the situation is being improved. "Who are these unknown people...dead bodies are being found of innocents, how long it will continue", the CJP reprimanded the attorney general.
The chief justice asked Advocate General Amanullah Kunrani Balochistan regarding the recent incident of target killing, in which 11 persons were killed. He apprised the court that it was a sectarian violence, in which some Shiite Muslims were killed. He contended that law and order situation in the province has improved a lot compared to the past. A committee headed by Chief Minister Baluchistan comprising politicians had been formed to take stock of the situation and find the problems faced by the people.
The court was also told that law and order situation in the province started worsening after killing of Nawab Akbar Bugti. The court asked the provincial government to provide details of compensation paid to victim families, whose near and dear ones were killed in target killings. The hearing was adjourned till Thursday.
