HISTORIC ACHIEVEMENTS LEADING TOWARDS A GOLDEN FUTURE Zarai Traqiati Bank Limited (ZTBL) erstwhile Agricultural Development Bank of Pakistan (ADBP) is Premier Financial Institution serving for development of Agriculture Sector through provision of financial services coupled with transmission of technology to get the goal of self sufficiency. Agricultural Development Finance Corporation (ADFC) was formed in 1952 and Agricultural Bank of Pakistan (ABP) was established in 1957. Through merger of both the institutions, ADBP was created in 1961. During restructuring process into year 2002 ADBP was converted into ZTBL as a Public Limited Company through repeal of ADB Ordinance of 1961. ZTBL has again been revamped in 2009 under the vision of the Honourable President of Pakistan to provide technology for modern agriculture to the farming community and for the value addition of agricultural products.
On completion of successful 50 years of its creation, ZTBL has a success story in the sector of agriculture, its development through provision of affordable financial services throughout the country and down in the rural areas comprising of 62% of population. The bank has a country-wide network of 358 branches and 31 Zonal offices serving about half a million clients annually through its more than 1300 Mobile Credit Officers and other field functionaries at the door step of farmers.

The ZTBL services are diversified in the different sectors of agriculture and agro-based industries. In the year 1961 nominal lending of only Rs 65 million was provided by the bank in agriculture sector for the purposes like seeds, fertiliser, bullocks, she-buffaloes etc. whereas at present the ZTBL is disbursing Rs 70 billion per annum to the farming community. The bank by now has disbursed Rs 700 billion in the diversified sectors of agriculture like Dairy development, Poultry farming, Mechanisation of farming operations which is commendable. ZTBL changed the culture of bullock cultivation into mechanised farming and also struggled to streamline provision of in time input facilities at the door-step of farmers.

The Bank by now has disbursed Rs 401.7 billion for raising of crops by timely provision of seeds, fertiliser and pesticides, about 487 billion for development of dairy, livestock and poultry farming whereas Rs 106.6 billion have been provided for modernisation of agricultural operations through tractors, threshers, harvesters and Rs 157 billion for installation of tube-wells etc. Total finances provided in the agri sectors during the 50 years amounted to over Rs 700 billion whereas, project financing was started in the era of Mr A Jamil Nishtar and Rs 7 billion were provided for the development of agro projects in the sectors of Agriculture implements/machinery, combine harvesters, cotton ginning factories, dairy and live stock farming, fish production and processing, floor mills, leather tanneries, milk processing plants, poultry development and processing of fruit and vegetables as well as for development of cold storages. The Bank has provided lending facilities to improve harvesting and post harvesting operations through project lending for agricultural machinery and implements in 27 projects and provided 116 Combine Harvesters.

40 projects for post harvest facilities, 8 projects for Leather Tanneries as well as 28 Fruit & Vegetables processing Units and 68 Storage & Marketing units were financed disbursed under project lending. It is fact that modernisation of agricultural sector, just like other sectors, requires heavy capital outlay. In Pakistan, 91% of the farming population are small farmers, having meager income and negligible savings, the need to revamp the bank was realised to serve as catalyst and after its revamping in 2009, ZTBL is focusing to uplift the agriculture and rural sector by raising farm productivity and to streamline institutional credit.
The great achievement in the history of Pakistan on the credit of Shaheed Zulifiqar Ali Bhutto was introduction of Land Reforms and proclamation of LACIP Act 1973 by the virtue of which growers were made owners and small farmers were given excess to banks and financial institutions to get cheaper loans for development of their lands. Accordingly ZTBL operations have been made simplified for lending under LACIP Act 1973 and these have also been diversified enabling the farmers to get different facilities.
The bank products are more farmers friendly like One Window Operations: provision of all services of allied Departments like ZTBL, Provincial Revenue Office and Post Office at focal point, Awami Tractors Scheme: launched by Shaheed Mohtarma Benazir Bhutto in 1994, Benazir Tractor Scheme launched by the present Government in 2009, Awami Zarai Scheme: to provide fertiliser at farm launched by the present Government in 2009. The other area in which ZTBL is serving to generate its resources is collection of utility bills, processing of Hajj applications and maintenance of deposits and provision of lockers facility to its clients. As the agriculture is exposed to climatic catastrophe therefore to protect the interest of farmers ZTBL launched crop loan insurance scheme for five major crops. For the purpose, the insurance premium on behalf of subsistence farmers is being paid by the Government of Pakistan.
ZTBL, under the vision of Honourable President of Pakistan Mr Asif Ali Zardari, is moving ahead to show is presence in each village and every deh of the country. To ensure transparent and quality services to the farming community chip based mobility of the field staff monitoring is being planned. Opening of more branches and field offices to expand the network has also been started. Information on agricultural technologies have been ensured through its website.
The Bank is undertaking initiatives for technology dissemination in the areas of tunnel farming, introduction and promotion of seedless citrus varieties, hybrid seeds of different crops, oilseeds crops like soybean, canola, olive oil, tea plantation, sprinkler & drip irrigation, covered horticulture, floriculture, apiculture, bio-gas, solar power generation & lift irrigation, bio-diesel technology and development of cold storages and silos etc. Introduction of GIS based live view of crops on ground is an other initiative on which the Bank is moving forward towards.
ZTBL is now a single largest institution in the country, catering to the major portion of viable credit needs of agriculturist. Its entity rating by JCR-VIS is AAA/A-1+. ZTBL has contributed a lot in national exchequer and paid Rs 6.7 billion as tax during last decade as well as the bank has given a boost to agriculture sector, which is major contributor of national economy. The year 2011 marks 50 years of continuous endeavour of ZTBL in the service of the farming community of Pakistan. ZTBL's remarkable performance in last 50 years in all the sectors encourages us celebrate Golden Jubilee with joy and look for a sparkling tomorrow.
