The Implementation Commission on 18th Amendment has deferred the transfer of Higher Education Commission (HEC) and Health Ministry to the provinces for a short period, it is learnt. According to the sources, Health Ministry was to be transferred to the provinces in second phase but it could not be done in short span of time without proper infrastructure.
The Commission also did not include this Ministry in third phase, while it will transfer three ministries; Environment, Sports and Women Development in this phase. They say that the devolution of HEC was also differed for a short period, as it is turning into a controversial issue. According to 18th Amendment of the Constitution, the Commission's devolution process was to be completed till June 30, 2011.
After Monday meeting of the commission, Raza Rabbani said that the commission discussed in detail agreements of Environment Ministry at international level. He said that after the briefing of official of the Ministry, various options were put before the commission for smooth transfer of the ministry to provinces. He said that the Commission also discussed two other ministries Sports and Women Development and got comprehensive briefing. He said that the commission did not give any transfer deadline of these ministries.
