Hidden foreign hand is involved in creating law and order situation in Balochistan and it is responsibility of political leadership of the province as well as the administration to expose it, said Rehman Malik, Federal Minister for Interior here on Tuesday.
"Involvement of foreign elements in creating chaos in the province cannot be ruled out and political leadership at provincial level has to play its role to counter them effectively," the Minister said while addressing a high level meeting held at Ministry of Interior on Tuesday.
The minister chaired the meeting, which was attended by Secretary Interior, Inspector General of Frontier Constabulary, Balochistan, PPO, Balochistan, Secretary Home and Tribal Affairs, representatives of intelligence and law enforcement agencies and National Crisis Management Cell. The purpose of the meeting was to make co-ordinated efforts for improving law and order situation in the province in particular and to take stock of overall developments in the province in general.
Interior Minister stressed the need for establishing security zones keeping in the view the rising activities of miscreants and rate of crime so that appropriate actions are taken through corresponding deployment of LEAs in each security zones. Malik expressed serious concern over worsening law and order situation in Balochistan, saying that volatile law and order situation in the province require deliberations and response from political leadership as well as from the administration.
Malik appreciated the close co-ordination and co-operation between Federal and Provincial law enforcement agencies for the arrest of criminals in an effective manner at the provincial level. He took serious note of the abduction of two judges and three lawyers and asked for constitution of a Joint Investigation Team to probe into the matter and bring the people responsible for the crime to task. The participants of the meeting shared their views and after thorough deliberation and made various decisions to improve the law and order situation in the province.
They urged the political leadership of the province to play their effective role in brining to light the involvement of foreign elements for creating chaos in the Province and to take measures to counter the nefarious designs of the elements. The meeting urged the Inspector General of Police (IGP) and Secretary Home and Tribal Affairs Balochistan to make sure to give detailed briefing to Chief Minister Balochistan in person regarding the efforts being made for improvement in law and order situation.
They also decided to constitute a Joint Investigation Team headed by DIG rank officer having members from all other agencies like FIA, ISI, IB etc which will investigate the matter of abduction of two judges and three lawyers.
They also urged that the progress achieved through Aghaz-e-Haqooq-e-Balochistan Package announced by Federal Government was required to be reviewed and its implementation to be highlighted both in print and electronic media. It was decided that the kidnapped lawyers and Judges are to be recovered by utilising all available resources at the disposal of provincial Government.
All important functionaries (officials) are required to take precautionary measures voluntarily with in and out side their District jurisdiction, the participants of the meeting stated. The provincial government was asked to arrange meetings with Chamber of Commerce and notables of the province in next week to be co-chaired by Chief Minister and Minister for Interior to make the efforts of the government successful.
They also stressed the need for constitution of Peace Committees at the level of Police Station with the members from notables of Civil Society. The meeting stated that it is mandatory for local administration to conduct the post-mortem of the unclaimed bullet-ridden dead bodies found in any part of the province. Registration of the FIR should be made a permanent feature to redress the grievances of the bereaved families.
It was also decided, in pursuance of the policy of 3-Ds of Prime Minister, that the provincial government should invite different segments of society who are against the provincial government and raising slogans for a separate identity. Ministry of Interior will send a team of journalists and media men to record the confessional statements of miscreants apprehended/detained in different prisons of the province.
