Prime Minister Yousuf Raza Gilani has directed the Establishment Division to serve termination letter to nine top bureaucrats, who were reemployed on contract basis. According to sources in Establishment Division, termination letters have been issued to nine officers. The termination proceeding was completed after the decision made by the Supreme Court of Pakistan on Tuesday.
The Attorney General presented a list of 13 officers, from police and FIA, who were re-employed on contract after retirement. Out of 13 high-ups, in first phase nine officers who were terminated include Director General FIA Wasim Ahmed, Inspector General Sindh Salahuddin Babar Khatak,, DIG Major (r) Khurram Gulzar, DIG Nadir Hussain Khoso, DDIB Asghar Mehmood, DIG Larkana Din Mohammad Baloch, Deputy Director Intelligence Bureau Amir Shahzad and DIG Gilgit Farman Ali.
The counsel for Federation had to convey result of his communications with the prime minister before February 18 over the fate of 13 officers who were re-employed on contract after attaining age of superannuation. The Supreme Court on Thursday had directed the federal and provincial governments not to re-employ officers on contract after their retirement.
The court observed that prima facie such re-employments violated Section 14 of the Civil Servant Act 1873 as well as instruction contained in ESTACODE. The court also said that in re-employing them judgement of the superior court has not been considered. The court directed Attorney General Maulvi Anwarul Haq to take up the matter with the authorities concerned so that they may take necessary steps to rectify any omission if committed, before the next hearing. Provinces were also directed to submit a report in this regard.
