National Police Bureau (NPB) is working for capacity-building of the law enforcement agency to make it a people-friendly force, said Ahmed Mukarram, Director, National Police Bureau (NPB) here on Monday.
"The capacity-building is aimed at standardising the police training system, by providing better and modern equipment and making it service-oriented", he said while addressing the inaugural session of the three-day consultative workshop here at a local hotel.
The Asian Development Bank (ADB) had provided NPB Rs 25.9 million under Access to Justice Programme for Police Capacity Building Projects. Under this project, Rs 4,859,800 were allocated for Institutional Development of National Public Safety Commission (NPSC), Rs 15,481,400 to review Police Training System and Rs 5,551,700 for introducing Community Policing Techniques. This was the third workshop in a series of five. In first constable rank officials were trained, while in second Assistant-Sub Inspectors (ASIs) were trained. The consultative training workshop was third in which 40 police trainers of different Police Training Institutes and SHOs and DSPs from all over the country participated.
Ahmed Mukarram informed the participants that SHO, is an important pillar of police force, needs complete transformation in terms of professional skills, attitude, personality, character and integrity to maintain the rule of law.
Better and modern professional training can bring complete behavioural change among Inspectors and Deputy Superintendents of Police (DSP) and help create a better and people-friendly policing, he said. NPB is playing a leadership role in transformation of the policing in accordance with the vision of the Police Order 2002, Mukarram said.
Afzal Kahut, Programme Director of the Access to Justice Programme, said that AJP is undertaking a series of initiatives to bring about a change in the training system by introducing fresh concepts and techniques. He said that the workshop participants, having an in-depth field experience and training, can better suggest the specific areas of change like training syllabi for different ranks in line with requirements of the 21st Century and vision outlined in Police Order 2002.
Professor Javed Iqbal, Human Rights Specialist, Israrul Haque, Training Specialist, Ehsan Sadiq National Police Reform Specialist and Fayyaz Ahmed Sunbal also addressed.
