The provincial government on the proposal of the parliamentary leaders of political parties has decided to convene an All-Parties Conference (APC) on internally displaced persons (IDPs) from North Waziristan and maintenance of law and order. The decision has been taken on the contentions of both the opposition and treasury benches of the provincial assembly that being a frontline KP province the problem of IDPs is directly affecting and bearing of positive and negative impacts on its people.
The decision was taken in a special meeting held here with Chief Minister Pervez Khattak in the chair. Leaders of all political parties were invited to the meeting. Besides, Speaker, KP Assembly, Asad Qaiser, Jamaat-i-Islami (JI) chief, Siraj-ul-Haq, president, Awami Jamhoori Ittehad (AJI), senior minister Shahram Khan Tarakai, all parliamentary leaders, including Maulana Lutf-ur-Rehman (JUI-F) Sardar Aurangzeb Nalotha of PML-N, Sardar Hussain Babak (ANP), Fakhar-e-Azam (PPP), Information Minister, Shah Farman, Education Minister, Mohammad Atif Khan, Advisor to CM, Rafaqatullah Babar, IGP Nasir Durrani, Principal Secretary to CM, Mohammad Ashfaq Khan, Director General (DG) PDMA and other authorities concerned.
The meeting reviewed in detail matters relating to effective look after of the IDPs, minimising their sufferings and provision of maximum relief to them and guaranteeing of the writ of the law in the province and took several crucial decisions in this regard. During the meeting, the parliamentary leaders presented their proposals and recommendations for providing better facilities to IDPs and improving the law and order situation.
They also thanked the chief minister for taking them into confidence over this crucial matter and assured full support to the provincial government on this critical human issue and provision of protection to the life and properties of the people in this regard. On this occasion, the chief minister directed the authorities concerned for making better arrangements for the registration, food and accommodation of IDPs and provision of medical facilities should atop their priorities.
The chief minister directed the authorities concerned to administer polio drops and vitamin to the children of IDPs and take effective measures for the provision of health and medical facilities to their senior citizens. Besides the declaration of emergency in all hospitals and health centres the required medicines and equipment should also be guaranteed, he added. On behalf of the provincial government, he ruled out any negligence in the funds with immediate effect.
He further directed Provincial Disaster Management Authority (PDMA) and other relief bodies for establishing co-ordination with Pakistan Army and other relief organisations and preparation of the comprehensive written list and details of the IDPs, which should be updated on scientific lines.
Briefing the parliamentary leaders regarding measures taken by the provincial government, he said that besides the assistance provided by the federal government and Fata authority, the provincial government, in first phase, has been released an amount of Rs 350 million with immediate effect. He said that on the arrival every affected family besides an immediate payment of Rs 5,000 will also be paid a monthly stipend of Rs 7,000 per month.
He said that in case of residing in renting houses, arrangement for procedure of the payment has been evolved. The chief minister said that in wake of the arrival of Ramazan-ul-Mubarak, the arrangement for provision of Ramazan Package is also being made. He said that in case of increase in the assistance and resources, the affected people will be provided the cash till their repatriation and rehabilitation. He said that federal and provincial governments have declined to appeal foreign agencies for provision of assistance for relief and rehabilitation of IDPs.
