CCP’s Bid-Rigging Detection System featured in Stanford Global Antitrust report

  • Report brings together first-hand accounts from 30 competition authorities

Pakistan’s initiative to use artificial intelligence and advanced data analysis to detect cartels in public procurement received international recognition, with the Competition Commission of Pakistan’s Bid-Rigging Detection System (BRDS) featuring in the Computational Antitrust Worldwide: Fifth Cross-Agency Report, published by Stanford Computational Antitrust.

The report brings together first-hand accounts from 30 competition authorities and examines what computational tools have enabled agencies to achieve that would otherwise have been difficult—or impossible—through conventional enforcement methods, according to a CCP statement.

“The report explains how BRDS is designed to transform the detection of collusive tendering in Pakistan from a largely complaint-driven and manual process to proactive, systematic and data-led market surveillance.

“The initiative assumes particular significance as Pakistan is estimated to spend around 15–20% of its Gross Domestic Product—approximately $60 billion annually—on the public procurement of goods, works and services. Historically, the scale and fragmentation of procurement data, coupled with the absence of automated links to corporate ownership records, made it difficult to identify sophisticated patterns such as bid rotation, cover bidding and related-party participation across multiple tenders.” the Commission said.

BRDS reached an advanced stage of development and pre-deployment preparation, the CCP said, adding that understandings had been reached with Public Procurement Regulatory Authority, provincial procurement authorities, and SECP for the implementation of the system.

“Pakistan could not effectively monitor procurement worth trillions of rupees solely through complaints and the manual examination of individual tenders,” CCP chairman Farid Ahmad Tarar was quoted as saying in the statement.

He said BRDS would enable the Commission to identify complex and concealed bidding patterns across large datasets and direct its investigative resources towards the highest-risk cases.

The report has been made available through the Social Science Research Network (SSRN). Its publication places Pakistan’s experience before the international regulatory and academic community and enables other competition authorities to study and build upon CCP’s emerging computational-enforcement model.

BRDS is expected to strengthen CCP’s enforcement against cartelisation by enabling proactive screening of procurement data, earlier identification of high-risk bidding patterns and evidence-based prioritisation of investigations.
