Imports of paint brush filaments: NTC issues de novo determination in anti-dumping probe

ISLAMABAD: The National Tariff Commission (NTC) has issued a de novo determination in its anti-dumping investigation concerning imports of paint brush filaments from China, reaffirming the imposition of definitive anti-dumping duties.

Earlier, the Commission had imposed anti-dumping duties on September 3, 2024, effective from June 13, 2024, under the Anti-Dumping Duties Act, 2015, after concluding that dumped imports from China had caused material retardation to the establishment of Pakistan’s domestic industry producing paint brush filaments.

The final determination was subsequently challenged by importers in Appeal No578 of 2024 before the Anti-Dumping Appellate Tribunal under Section 70(1)(ii) of the Act. On May 4, 2026, the Tribunal remanded the case back to the Commission for a de novo determination in accordance with the law.

Following the Tribunal’s directions, the Commission re-examined the factual and legal issues raised and conducted a fresh assessment of the case.

The product under investigation comprises paint brush filaments imported from China, classified under Pakistan Customs Tariff (PCT) Codes 5404.1900, 5404.9000, and 5406.0000. These filaments are primarily used in the manufacture of paint brushes.

In its latest findings, the Commission concluded that the investigated product continued to be imported at dumped prices, adversely affecting the domestic industry. Accordingly, it has decided to maintain the definitive anti-dumping duty.
