ISLAMABAD: The Central Power Purchasing Agency-Guaranteed (CPPA-G) has sought a positive adjustment of paisa 50 per unit in Discos’ tariffs under Fuel Charges Adjustment (FCA) for December 2025 to recover Rs 4 billion from consumers and Discos and KE.
The Nepra is scheduled to hold public hearing on KE’s application on January 29, 2026 to scrutinise the data submitted by CPPA-G.
According to data submitted to Nepra, in December 2025, hydel generation was 1,534 GWh constituting 18.07 percent of total generation.
Power generation from local coal-fired power plants was 1,187 GWh in December 2025 which was 13.99 percent of total generation at a price of Rs 13.589 per unit whereas 860 GWh was generated from imported coal at Rs 14.3088 (10.13 percent). Generation from HSD and HSFO was nil.

Electricity generation from gas-based power plants was 951 GWh (11.20 percent) at Rs 13.8030 per unit. Generation from RLNG was 1,64 GWh (17.24 percent of total generation) at Rs 20.5457 per unit.
Electricity generation from nuclear sources was 2,126 GWh at Rs 2.3009 per unit (25.05 percent of total generation), and electricity imported from Iran was 33 GWh at Rs 21.9685 per unit. Power generation, generation from baggasse recorded at 97 GWh price of which has been calculated at Rs 10.3937 per unit.
The energy generated from wind was recorded at 162 GWh, 1.91 percent of total generation and solar at 74 GWh, 0.87 percent of total generation in December 2025.
The total energy generated was recorded at 8,487 GWh, at a basket price of Rs 9.1558 per unit. The total cost of energy was Rs 77.706 billion.
However, after addition of Rs 2.398 billion (Rs 0.2826 per unit) as previous adjustments, sale of 21 GWh to IPPs (Rs1.147 billion) at Rs 55.5585 per unit and transmission losses of 259 GWh at Rs 0.2940 per unit, total cost of net electricity delivered to Discos in December 2025 was 8,208 GWh at a rate of Rs 9.6200 per unit, total price of which was Rs 78.957 billion.
The CPPA-G is of the view that since reference fuel charges for December 2025 were Rs 9.1419 per unit while actual fuel changes of Rs 9.6200 per unit, hence, positive adjustment of Rs 0.4781 per unit be granted.
