ISLAMABAD: The Central Power Purchasing Agency–Guaranteed (CPPA-G) has sought a negative adjustment of Re 0.72 per unit in Fuel Charges Adjustment (FCA) for November 2025 to refund over Rs 5.6 billion to consumers across the country, including K-Electric.
Nepra is scheduled to hold a public hearing on December 31, 2025 to seek further explanation from CPPA-G and give opportunity to consumers’ representatives to express their views on FCA adjustment data.
According to the data submitted to Nepra, in November 2025 hydel generation was recorded at 3,153 GWh, 39.16 percent of per cent total generation.

Power generation from local coal-fired power plants was 752 GWh in November 2025 was 9.34 percent of total generation at a price of Rs 17.7669 per unit, whereas, 407 GWh was generated from imported coal at Rs 14.1350 per unit. Generation from HSD and HSFO was zero.
Electricity generation from gas-based power plants was 680 GWh (8.44 percent) at Rs14.3396 per unit. Generation from RLNG was 696 GWh (8.64 percent of total generation) at Rs 21.5789 per unit.
Electricity generation from nuclear sources was 2,031 GWh at Rs2.2706 per unit. Generation from nuclear sources was 22.13 per cent of total generation, and electricity imported from Iran was 35 GWh at Rs 22.5729 per unit.
Generation from wind was recorded at 136 GWh (1.68 per cent) of total generation, baggasse 75 GWh (0.94 per cent) at a rate of Rs 10.8411 /kWh and solar 86 GWh (1.07 per cent).
According to the CPPA-G, energy generated in November stood at 8,050 GWh at a total price of Rs 50.093 billion which was Rs 6.2226 per unit.
However, after inclusion of negative adjustment of Rs 297 million of previous adjustments at Rs 0.0369 per unit and Rs 1.652 billion negative adjustment as sale to IPPs and transmission losses of negative 206 GWh, the net delivered to Discos was recorded at 7,813 GWh at a rate of Rs 6.1621 per unit.
The CPPA-G argued that since the generation cost in November 2025 was recorded at 6.1621 per unit against the reference rate of Rs 6.8803 per unit, hence a negative adjustment of Rs 0.7182 per unit for all categories of consumers should be approved. However, this negative adjustment is not applicable to lifeline consumers.
