ISLAMABAD: Three power Distribution Companies (Discos) - two to be privatised during the current fiscal year - have approached National Electric Power Regulatory Authority (Nepra) for determination of their tariff on interim basis, ie, from July 2026 to December 2026.

In a letter to Registrar Nepra, Chief Financial Officer (CFO), Islamabad Electric Supply Company (IESCO), Raees Haider referred to the Ministry of Energy (Power Division), wherein all Distribution Companies have been advised to formally approach Nepra for issuance of tariff determinations in accordance with the revised annual rebasing timelines for consumer-end electricity tariffs.

According to him, as per Power Division’s communication, the annual rebasing process, which was earlier aligned with the fiscal year ending on June 30, has now been shifted to commence from January 1, 2026, to enhance consumer affordability and ensure sustainable tariff adjustments aligned with electricity consumption patterns. In compliance with the above direction, IESCO is submitting this formal request to initiate the process for tariff determination for the period from July 1, 2026, to December 31, 2026, in line with the revised annual rebasing framework approved by the Federal Government and Nepra’s amended regulatory timelines.

IESCO indicated it will provide any additional financial data, supporting documentation, or clarifications required by Nepra to facilitate the timely completion of the tariff determination process.

In his letter to Registrar Nepra, CFO, Faisalabad Electric Supply Company (FESCO) stated that NEPRA has determined the Annual Distribution Margin (ADM) indexation of FESCO for FY 2025-26 (July-June), in its determination dated June 23, 2025, which was subsequently notified by the Government of Pakistan on 1 July 2025.

Therefore, in accordance with Rule 4(7) of the NEPRA (Tariff Standards and Procedure) Rules, 1998, and in compliance with the directions of Power Division, i consumer-end tariff on interim basis be determined for the period from July 1, 2026, to December 31, 2026, along with any other relief which the Authority may deem appropriate.

Chief Financial Officer of Lahore Electric Supply Company (LESCO) has sent a similar letter to the Registrar Nepra and requested determination of consumer - end tariff on interim basis for the period from July 1, 2026, to December 31, 2026.

To proceed further in the matter and to arrive at just & informed decision, the Authority has decided to conduct a hearing on December 3, 2025.
