Dangerous buildings, illegal constructions: SBCA launches ‘decisive’ operation

KARACHI: On the directives of Provincial Local Government Minister Syed Nasir Hussain Shah, Director General Sindh Building Control Authority (SBCA) Muzamil Hussain Halepoto has launched decisive action across Sindh against dangerous buildings and illegal constructions.

The DG emphasized that these measures are aimed at protecting precious human lives, ensuring urban safety, and bringing transparency in construction practices.

The Director General has ordered a comprehensive survey of all dangerous buildings across the province, directing that unauthorized and illegal constructions must be stopped immediately and demolished on the spot.

He instructed Building Inspectors, Senior Inspectors, Assistant Directors, and Deputy Directors to conduct regular vigilance within their jurisdictions to identify unsafe structures and construction violations.

To improve efficiency and accountability, the DG SBCA announced the introduction of a grading system for field officers, which will be reflected in their personal profiles. Field officers are required to maintain a daily field book, recording inspections, actions, and activities. These records will serve as an official reference for monitoring their performance.

The DG further directed the IT Section of SBCA to develop a comprehensive database of all dangerous buildings and demolished illegal constructions, with daily updates to ensure transparency and effective oversight.

He added that a modern digital monitoring system will also be introduced to strengthen vigilance and improve public service delivery. Highlighting strict accountability, Muzamil Hussain Halepoto made it clear that officers who fail to submit reports on time or are found negligent in their duties will face strict disciplinary action under Efficiency & Discipline (E&D) rules. He also directed that all officers must ensure their attendance, reporting to offices daily at 9 a.m. sharp.

Speaking about the new measures, DG SBCA stated that these steps reflect the government’s vision of transparency, efficiency, and service to the people. “Our priority is to protect citizens, regulate urban development, and ensure that no illegal or unsafe construction is allowed to endanger lives,” he said.
