Suo motu options?

Now that the court proceedings under the much hyped suo motu notice in the matter of targeted killings in Karachi are over,a lot is being said ,written and opined with regards to the final outcome of the issue and what options the Supreme Court has and can exercise in the matter of Karachi killings.
What would be the pronouncement of the apex court, as perceived by a common citizen, would essentially comprise mere guidelines, observations, suggestions, admonishments and a loosely defined code of conduct for the law enforcement agencies, framework of a monitoring and reporting system to oversee performance of these agencies and, as usual, a host of directives for the federal and provincial governments to follow and implement (or more appropriately, to flout).
In the opinion of some legal experts, the court which reserved its ruling on Thursday,(September 15),is expected to repeat in this case, its previous practice of systematically overseeing the progress in the mega scandals relating to NICL, Hajj, NAB appointments and Bank of Punjab scams and issue similar directions and guidelines, seems to be a logical deduction and possible course of action. However, as pointed out by legal experts and analysts, Supreme Court's all such guidelines, directives and decisions have fallen on deaf ears and consigned to shredding machines as the crooked government continues to defy court verdicts. The impending ruling in the suo motu matter of Karachi killings, will, without doubt, end up in a shredding machine, rendering the entire issue truly an exercise in futility, period.
Similarly, the Karachi killings ruling, as and when it comes from the apex court, will follow and meet the same fate as that of the 2009 verdict relating to NRO and opening of the cases pertaining to Swiss bank accounts. Like the NRO case, it will also remain unimplemented and subsequently, put in abeyance and on the back burners, at least until after 2013 general elections, allowing the looters and plunderers to scoot to their safe havens with the looted booty.
It is also very naive to expect the political, sectarian and religious parties, operating across the board, to disband their militant and armed proxy operators, just at the behest and wishes of the Supreme Court, in letter and in spirit. This is just not going to happen. A mere undertaking by the government, political and religious parties that they would shun targeted killings and would not patronise target killers, as desired by the Supreme Court, to furnish written guarantees, is simply untenable and will be thrown to winds for, this will just not take place, despite written undertakings which will not be worth the paper these are written on! So also, 40 percent of the personnel in Sindh police, inducted on political grounds, will not be thrown out and will continue to be patronised by the vested interests and will remain part of the crooked political system and State paraphernalia. One wishes the SC had identified by name, the political party that has violated Article 17 of the Constitution, but alas, it was not to be!
Finally, the citizens of the country will take the warning of the Chief Justice that, "all will end if courts' functioning sabotaged" with a pinch of salt and utter dismay, for the courts' functioning already stands completely sabotaged and rendered ineffective since not one, repeat not one, key decision of the apex court has been implemented.
