The budget as a creative document

The budget is lacklustre with its usual jute strings [used to be] and now replaced by ribbons of different colors. That seems to be the only change that has taken place. The same oxidised papers that was likely to decay and fall off after the first reading. The same print font and the same spread of ink printed in the same government printing press.
The three heavy volumes of expenditure and the PSDP document [on better paper] but with the same ossified thinking was presented to the legislatures the night before. What would be the level of discussion if this continues to happen? The country is naked and the people of this country stark naked.
The rural people are not only stark naked, their bones are also visible. All kinds of problems are likely to emerge as a result of these issues that have emerged not as a result of any action but mainly inaction. This rural population neither has the means nor the abilities to take care of themselves. The current thinking is that since there is no voice coming from the rural areas, therefore everything is in proper shape.
The naked individual requires a much more determined frame of mind and a very robust budget. What do I mean by a robust budget? A budget that is robust in definitive terms, means that it has considered the current options and sought a new dimension[s] for the country. It cannot be a pedestrian budget and therefore, by definition, it must go into encouraging discretion and visionary thinking. The expenditure budget has no such intervention. It is only when there is no protective clothing that an individual and hence a country will try new options. This is far beyond innovations for some of the interventions are on the face of it scary. These should be so downright cataclysmic.
The rebuttal will then be who will take care of the National Accountability Bureau (NAB)? If that be the case, then the NAB needs to worry about the state of the country. The bureau has not even considered aggressive assertiveness? It does mean that one has to throw caution to the wind. One has to walk a tight rope? The current lot of FM and the Dy. But this is not the problem with the finances of this country but everywhere there are naked individuals that are running around, the better dressed are in loins. If one were to see their minds, then we would be seeing them bereft of anything that can be a semblance of inductive or and deductive logic. The solvent state is different from a peoplist state. A peoplist state marks the time of polarisation between groups. The emergence is generally due to the massive disparities between states. If you were to look at the net worth of the rich top 5% of the people of Pakistan, then you would understand that these would be more than the remaining 95%. All this massive wealth is then not taxed. Why? How did these billionaires develop, through hard work or through an allotment system? How to curb the system that can develop and reward people for their hard work? How will you close the gates on those that have no diligence for decency?
Will this budget change the course of history? Will this budget change the course of a river? Will this budget change the course of a mountain stream? Will this budget... Won't this budget? MR FM what is required is that the line ministries be told that they have to come up with more vibrant thought processes that are visionary and that are then done for the ecological zones of this country. The line ministries thanks to the Musharraf-Shaukat Aziz nexus have become so lazy and corrupt in thought that they have become like policeman on the beat, from house to office and does that beat for thirty or forty years.
The slums of the cities are a direct result of the urban development policies followed on behest of the WB. Housing and the absence of jobs in the rural areas led to one catastrophe after the other. Cricketers and sportsmen round the world, including the like of Shahid Afridi are an example of peoplism, while the cricket board sits on its backside telling others what to do and what not to do. Talent is rewarded on the field? That is the acid test. The budget field is much larger and therefore the responsibility that devolves on the people harnessing that budget is much more.
Narrate this to the psychology and the genuine psychotherapeutic eros and the patient, in this case the economy, needs to be shaken in such a way that selflessness and self-restraint are foremost. Has it crossed the minds of anyone that the tyrant and the terrorist are the subject and predicate of the entire performance that is taking place here today? That if the Pakistani accepts everything that Musharraf was doing, then the Pakistani public is in a master and slave mentality. In Japan, every piece of land is in beauty as the gardeners simply allow the flowers to bloom. Why not allow your own humans to bloom? Is it that difficult? The FM and the team are unable to relate to the people of this country. Is it unattainable and unauthenticity that one is seeking from the powers that be? Try the tangibles so they go with the tangibles. If the two are in harmony, half the battle is won.
To those that are in mono works, the need to say anything is not worthwhile. If I were to look at the wheat straw or any commodity for that matter for 45 years of my life, nay week in week out for six months I would go berserk; woody woodpecker pegging away for that many years. Go mad old man and hang your head in shame - you nerd. Others are using your assets to their carnal pleasures. The lab is in need of decency and the lab is Pakistan.
In the ultimate, the budget has to go the peoples' way, it must for if it does not, then the country will have to stoop pretty low. Pride is for the upright and the uptight. The country has to come to grips with the aggressive and the issues that sort of effort requires, given that we are in the peoplist economy. There is a difference for the psychopath is always detached from the psychotherapist. In the case of macro-psychotherapy, the therapist and the patient cannot be detached. The dangers of cause and effect are far greater.
