LAHORE: Bureaucrats are the backbone and actual `doers' in the state as they perform functions ranging from simple official paperwork to recommending policy decisions to the governments or signing of agreements with other countries.
This was stated by National Accountability Bureau (NAB) Chairman Qamar Zaman Chaudhry while speaking at the Civil Services Academy (CSA), here on Thursday.
The chairman said the menace of corruption was linked to a multitude of vices, which leads to injustice, mistrust, suspicion and extremism, besides creating a sense of insecurity, hopelessness and despondency.
The menace of corruption and poverty were closely interlinked; a surge in one has a direct bearing on the other.
Corruption has a negative impact on development programmes and results in perpetual increase in cost of creation and maintenance of public assets, he added.
He said that since NAB was essentially a complaint driven organisation, an exhaustive system of cognizance of cases has been formulated to standardize the selection of cases for processing. Priority was assigned keeping in view the case nature, the amount of money involved, the social impact and number of affectees, he added.
