BOPP self-adhesive tapes in jumbo rolls from Vietnam: NTC imposes provisional anti-dumping duty on imports

ISLAMABAD: The National Tariff Commission (NTC) has imposed a provisional anti-dumping duty of 17.42 percent on imports of Biaxially Oriented Polypropylene (BOPP) self-adhesive tapes in jumbo rolls from Vietnam after determining that dumped imports were causing material injury to the domestic industry.

The decision was announced in a notice of preliminary determination issued by the Commission under the Anti-Dumping Duties Act, 2015. The investigation was initiated on April 30, 2026, following an application filed by Universal Coating Films (Pvt) Limited and Tri-Pack Films Limited, Karachi.

According to the NTC, the investigation established on a preliminary basis that BOPP self-adhesive tapes imported from Vietnam were being sold in Pakistan at dumped prices, adversely affecting local manufacturers. The Commission noted a significant increase in the volume of dumped imports, along with price undercutting, rising inventories, and substantial dumping margins, which collectively caused material injury to the domestic industry.

The product under investigation includes water-based acrylic BOPP self-adhesive tapes in jumbo rolls exceeding 200mm width, commonly used in packaging, carton sealing, bundling, and related industrial applications. These imports fall under PCT codes 3919.9010 and 3919.9090.

The Commission observed that exporters and producers from Vietnam failed to provide the required information within the prescribed timeline. As a result, dumping margins were determined on the basis of best available information in accordance with the law.

In view of the findings, the NTC decided to impose a provisional anti-dumping duty for a period of four months, effective from the date of publication of the notice. The duty has been set at a level equal to the injury margin, as the Commission considered it sufficient to offset the damage caused to local producers.

However, the Commission clarified that the duty will not apply to imports of the investigated product used as inputs for export-oriented goods or foreign grant-in-aid projects, provided such imports are covered under duty exemption schemes.

The period of investigation for dumping covered January 1 to December 31, 2025, while injury analysis spanned January 2023 to December 2025.

The NTC has invited interested parties to request a hearing within 30 days of the publication of the notice. The Commission is required to issue its final determination within 180 days.
