ISLAMABAD: The federal government has decided to amend Pakistan Climate Change Act 2017 aimed at resolving issues of duplication between the two entities, well informed sources told Business Recorder.
Sharing the details, sources said that the Ministry of Climate Change & Environmental Coordination (MoCC&EC) apprised the Cabinet Committee on disposal of Legislative Cases (CCLC) that a committee was constituted by the Prime Minister consisting of Federal Minister for Law (Lead) and Federal Minister for Climate Change and Environmental Coordination to identify and resolve issue of duplication of functions between the Ministry of Climate Change and Environmental Coordination and Pakistan Climate Change Authority (PCCA).
The MoCC&EC further apprised the CCLC that in pursuance of the directions of the Prime Minister, the meetings of the Committee were held on 26th August, 2026 and 9th March, 2026. The committee finally decided that the draft amendments in the Pakistan Climate Change Act, 2017 would be shared by the Law and Justice Division to initiate the process of amending the Act. The amendment would be made through an ordinance, if required, for expeditious legislation to resolve the issue.
The MoCC&EC apprised the CCLC that the Law & Justice Division had shared the draft amendment bill, which was thoroughly examined and had now been finalised. The finalised draft bill “Pakistan Climate Change (Amendment) Act, 2026” duly vetted by Law and Justice Division and the comparative statement of the existing provisions and the proposed amendments were presented with the summary for the consideration of the CCLC.
The MoCC&EC further apprised the CCLC that in terms of Rule 27(5) of Rules of Business, 1973, the draft bill needs approval of the Federal Cabinet. Therefore, the draft bill titled “Pakistan Climate Change (Amendment) Act, 2026” was being submitted for approval of Cabinet Committee for Legislative Cases (CCLC) in terms of rule 27(5) read with rule 17(1)(c) of Rules of Business, 1973.
During the ensuing discussion, the CCLC, presided over by Minister for Law and Justice, Azam Nazir Tarar directed the Law and Justice Division to incorporate the changes suggested by the CCLC in the draft Bill before the same is placed before the Cabinet for approval.
After detailed discussion, the Cabinet Committee for Disposal of Legislative Cases approved the proposed changes to the law subject to the condition that the amendments proposed by the CCLC, would be incorporated in the draft Bill by the Law and Justice Division, before the case is placed before the Cabinet for approval.
