ISLAMABAD: The National Tariff Commission (NTC) has decided to extend the existing anti-dumping duty of up to 19.04 per cent on imports of cold-rolled (CR) coils and sheets of iron or non-alloy steel from China.

According to official details, the Commission had originally imposed definitive anti-dumping duties ranging from 13.17 per cent to 19.04 per cent on imports of flat-rolled products of iron or non-alloy steel— having a thickness of 0.15 mm to 3.00 mm and width up to 1,250 mm— effective January 13, 2016, for a period of five years. These duties were subsequently extended for another five years from January 13, 2021, following a sunset review.

On May 23, 2025, the Commission received an application under Section 63(4) of the Anti-Dumping Duties Act, 2015, read with relevant rules, from M/s International Steels Limited and M/s Aisha Steel Mills Limited— both Karachi-based domestic manufacturers of cold-rolled coils/ sheets.

The applicants alleged that Chinese exporters were circumventing anti-dumping duties through slight product modifications, thereby undermining the intended remedial impact of the duties in terms of both prices and quantities.

As a result, domestic producers were not receiving the expected protection and continued to suffer injury.

Following the complaint, the Commission initiated an anti-circumvention investigations into slightly modified products— specifically flat-rolled steel products of the same thickness range but with widths exceeding 1,250 mm— to determine whether such practices were being used to bypass existing duties.

After completing the investigation, the Commission reached an affirmative final determination, concluding that circumvention was indeed taking place and that it had undermined the effectiveness of the anti-dumping measures.

The product under consideration includes cold-rolled, flat-rolled iron or non-alloy steel products (not clad, plated, or coated), in both prime and secondary quality, classified under multiple Pakistan Customs Tariff (PCT) headings. These products are widely used in the manufacturing of automotive parts, inner body components, and household appliances such as refrigerators, washing machines, geysers, ovens, pipes, and cabinets.

The investigation covered the period from January 1, 2021, to December 31, 2024, while the revised product scope became effective from January 7, 2022.

Based on its findings, the Commission decided to extend the existing anti-dumping duty of up to 19.04 per cent to imports of slightly modified products; i.e., CR coils/ sheets with widths above 1,250mm to prevent circumvention.

However, the duty will not apply to Tin Mill Black Plate (TMBP) or CR coils/ sheets used in automotive outer skins of four-wheeler vehicles of specified auto grades.

The extended duty will take effect from the date of notification and remain in force in line with the outcome of the ongoing second sunset review of anti-dumping duties on CR coils/ sheets from China.

Under Section 51 (1) (ea) of the Act, the duty will not be applicable to imports used as inputs for export-oriented products or foreign grant-in-aid projects that are otherwise exempt from customs duties.

The Commission further clarified that the extended anti-dumping duty will be levied in addition to other applicable taxes and duties and will be collected in the same manner as customs duty under the Customs Act, 1969. The proceeds will be deposited in the Commission’s non-lapsable PLD account.
