Govt should first address the curious case of 4G internet speed n avg mobile download speed of 24 Mbps, lowest in region. We are least likely to benefit from IT despite our qualified potential.

It is not what govt wants, it is what govt does to fulfill it's dreams. I have commented many times that both electricity and internet are a serious problem in my area even in twin cities.
