KARACHI: Pakistan Customs has directed the collectors of all three collectorates to ensure consistency in provisional release of consignments to avoid delays and containers’ backlog at ports.

In a letter sent to all three collectorates, the chief collector has directed that the section 81 of the Customs Act. 1969 provided for provisional release of imported goods so that the consignments were not held up at ports and delays were avoided. However, inconsistencies and delay in disposal of cases of provisional release have been observed that led to litigation and eventually result in adding to the cost of doing business.

Therefore, it is directed that the appropriate officer, after due scrutiny of the facts/documents produced, shall expeditiously decide the cases of provisional assessment strictly in accordance with law i.e. the statutory provisions and the judgments of the Honorable Courts in order to ensure expeditious disposal of provisional assessment requests in all the three Collectorates falling in the jurisdiction of Chief Collector, Appraisement & Facilitation (South).

Furthermore, she further ordered that the collectors shall ensure that necessary guidance is provided to the assessing officers under their respective administrative control for uniform application of law.
