Discrimination in pensions

From 1994, the pay and grades of government employees have increased from time to time and their pensions were calculated accordingly. Before 1993, neither pay scales nor pay were increased and pensioners retired before 1993 are facing great difficulties to survive with high inflation. Their pensions always increased with the same formula/percentage those retired after 1993. Moreover, the number of pensioners retired before 1993, are countable on fingers (very few).
Suggestions
It is requested that while reviewing the pension of federal government employees, increase in pension should be allowed on gross pension as commutation pension is part of the pension. Please also keep in mind while allowing pension as under:
1. Supposed pensioners who retired on or after 01.07.2011 may allow 10% increase on gross pension, as commutation pension is part of the pension.
2. Pensioners who retired before 30.6.2011 and after 30.06.2002, may allow 15% increase.
3. Pensioners who retired after 01.7.1993 and before 30.6.2002 may allow 20% increase.
4. Pensioners who retired before 01.07.1993 may be allowed 30-40% increase, as before 01.07.1993, no pay scales were revised and their pensions are very meagre.
On increase of pensions as above percentage, old generation/pensioners will be able to survive to some extent and also reduce the discrimination in pensions.
