Give capitalism a chance in Balochistan

The current [package that I have read is not going to make matters any better but worse. The intentions are all very well but the package is a piece of paper that has been conceived by some one who had either no information on Balochistan nor did they have any idea of what they were writing. There is nothing in the package for the poor citizens of Balochistan.
The people of Balochistan can take heart that this is not true only for them but also for the other deprived areas of Pakistan. All that the report written by Dr Noor Ul Haq and Narghis Zahra state is descriptive and down the usual lane. They have not been able to determine what will in fact provide the necessary safeguard to the people of Balochistan, irrespective of any other aspects. The development of the province is not determined by political will but by economic doings.
Why cannot capitalism be given free rein in Balochistan? Is it difficult to have a knowledge of two subjects-economics and anthropology. The first one takes care of the economic well-being and works on the principle of equity with the provincial government stepping in to stave off any activity that is not in keeping with the said philosophy. The locals of whatever kind will then be able to work their structural issues better through the latter policy matters based on anthropology. The problem with city-based subject matter specialists is that they are unable to understand the subject while implementing them in principle(s).
The report titles Aghaz-e-Haqooq-e-Balochistan is a document that has 105 pages of meaningless suggestions that are neither relevant nor actionable. The package announced by the government is eight pages. I analysed the economic actions suggested and I must say that the suggestions are meaningless for two basic reasons. The issues are with respect to well-being of the public and these are neither served by infrastructure projects nor by mega projects. The constitutional suggestions I cannot say anything about them but these are in the matter of spirit and not in the articles of the constitution. Has anyone in Pakistan worked himself on the basis of the constitutional provisions for they come in to play when and as they affect the power structure? That is when the provisions are given a twist. The oath of office was not for that purpose. Let me state what the economic provisions in the two documents cited pertain to in substantive economic terms. The document by Dr Noor and Zahra mentions in the contents 25 items of which most of it is about lament and peripheral areas. The political pastries were consulted and they indicate their poor appreciation of handling the root-cause.
The few development projects that I had known were the drought-mitigation project when Balochistan was hit by drought. The project was with the Planning Commission and recruitment was done here and transports bought for the Planning Commission people and their respective wives. Balochistan never received any benefit out of the project. The in-charge (I think a cohort of Musharraf) used to move in a Land-cruiser and that was it. The drought money came and was eaten by forces that need to be identified and the people recompensed for the lack of meaning of the project. Then there was the Chagai project (where Sanjarani tribe was living) whereby the district larger than the KPK could have been developed. The project would have cultivated 4.5 million acres of land. Ask Atif Sanjarani and seek the records of the Ministry of Food and Agriculture and the ministers that were there between 1997 till now. If one has ministers of whatever and whichever kind this is what is going to happen. Shaheed Bhutto's efforts went to naught in that area. The resources received from the Islamic Development Bank were wasted and that is another story because none of the political parties or the dictator wanted to develop these resources as this would have led to reduction in wheat imports and that would have been terrible for their friends. Similarly, why was the salicornia projects closed after all it was shown that sea water could be effectively utilised for the coastal zone (Balochistan and Sindh - one demonstration site in each of the provinces) and that this would have been an integrated project. One could have had edible oil as well as prawns for the country and the income spillover would have reduced poverty.
The mega projects mentioned in the document are six and let me state what these are briefly. 1. All new projects will be initiated with the consent of the provincial government. The share of the profits will be assured in the document. 2. The concept of public-private ownership in such projects to be followed. 3. In Gwadar there will be a free economic zone and will be regulated by an agreed document. 4. In Gwadar, all or as far as possible, appointments in BS1 to 16 should be from local population. 5. In Gwadar, the local youth should be provided technical training and absorbed as GPA, GDA and special economic zone. 6. Preference should be given to the qualified local contractors while awarding contracts related to the port.
These are the six issues with regard to mega projects. Where in hell are you going to get decision-makers to handle ifs and buts of the actionable issues which in any case are very limited? How many jobs will Gwadar provide from 1 to 16? Guess and let me know as they have said somewhere that over 5000 jobs will be provided. There are provisos everywhere. Incompetent or just ignorant of the issues. Did any of the politicians read this document and or did they just make the announcement and as Punjabis call it was it just a case of goonglaon thoan mitti jharoo (shake the mud off the turnips meaning that nothing substantive has been done).
No one analysed where action was swift. What were these Socrates and Descartes doing? Were they not interested in what can be done for the real natural resources for the people? Were they not aware of the 4.5 million acres of land in Chagai. There I wrote an article after spending 7 days over there. Shaheed Bhutto had asked the engineers to build roads and bridges. What these joker engineers did was build 29 bridges and I came back and wrote and article entitled 'The bridges with no roads and no water under the bridges'. The engineers had cheated the Prime Minister of that time. Every time an engineer is asked to work in national interest he will work in personal benefit - true for others also.
Horticulture as part of agriculture is the mainstay of the province with natural mineral resources (Reko Diq and eleven such other sites). Why has Wapda failed the federation as it had to build new dams for the province and thus overcome some of the water shortage problems? Is Wapda such a white elephant that it fails in every manner that it can? Why not devolve it? Why not give it to the provinces for after all they were doing this work before Wapda came to the scene as a result of the World Bank.
Space and time do not allow me to dilate on the other issues. The fact is that one needs decision-makers of high caliber. The natural wealth is also in small ruminants (sheep and goats). The goondas that were selected by perennial goondas for the jobs by connectivity have done this province in and they have all been recruiting there own even now. Even now PM. Shameless. Debate is on and the doubters or slaves to the powerful are welcome to debate the issues with me any time and anywhere. This is the first of analysis that I propose to do in the coming weeks. In the meantime I am ready for any one that wants to talk/discuss and argue as to what is feasible for the province and on any kind of media. I have always maintained that the friction of positive opposites is always desirable. Great psychiatrist Carl Jung called it Enantiodromia. It is equivalent to the principle of equilibrium in the natural world in that any extreme is opposed by the system in order to restore balance. What use is it to us who read without using these and other concepts? Where do you have people with imagination and goodwill? These jokers (in position) that have been placed wherever they are will make a hash of things. You need courage and the will to work. Since we have one person who is given all kinds of responsibilities that person should be given all the powers and sent to Balochistan. Enough damage has been done in Islamabad by this person and maybe just maybe better work will come from the person when he's outside the domain of the city.
