Chief minister's House, Sindh Secretariat: authorities fail to install identification system

Sindh Information Technology Department has failed to install the Bio-metric Identification System in Governor's House, Chief Minister's House and all offices of Sindh Secretariat, Business Recorder learnt on Saturday. The IBS computerised system had to start its functioning in Governor's House, Chief Minister's House and all offices of Sindh secretariat from 20th July 2011, but provincial IT department could not do this, sources said.
The experts of IT department had installed IBS in all offices of Sindh Secretariat while work of installation is still underway in governor and chief minister houses/secretariats, sources informed. The officers/employees of said government offices would register their attendance and exit timings through eye-retina technology, sources added. The master computer of this system would be installed in office of Sindh chief secretary where from he could see the ratio of attendance in Sindh Secretariat offices and he can take any kind of action against late-comers, they said.
An official of IT department told Business Recorder that many bigwigs of Sindh government were against of installation of this system so that installation work has faced many hindrances. With functioning of this system, all officers and employees have to come and leave their offices on exact official timing, which would be very hard for all initially, he added. He said that provincial secretaries of Sindh government have to come on right time after installation of IBS because if they will be late so how they will keep check on their subordinates and other lower staff.
He expressed fear that coming late is a routine practice in government offices so that officers/employees would try to sabotage this latest system of attendance. IBS is computerised system of attendance and exit, this system was part of e-policing project of Sindh Information Technology department. E-Policing had been initiated in July 2010, it has to be completed till 20th July, 2011, according to official documents, sources said.
Late-coming and leaving the offices with their own wishes has become trend in offices of Sindh Secretariat and other institutions of provincial government so that IBS would obligate officers/employees to come and exit their offices on exact official timing, sources said.
