Sindh government has once again overruled the actual official procedure of appointments and advertised the vacancies of BPS 16 and 17 directly, instead of forwarding to Sindh Public Service Commission (SPSC), Business Recorder learnt on Friday. Sindh Local government department has issued advertisements in newspapers on November 24, 2011, in which they mentioned the regular vacancies of BPS 16 and 17.
According to the advertisement, Secretary Local Government department has asked the permanent residents of province to submit applications for the vacancies of Chief Municipal Officer BPS 17, Taulka Officer/Chief Officer BPS 16, Accounts Officer BPS 17, Assistant Accounts Officer BPS 16, Assistant Executive Engineer (Civil) BPS 16, Assistant Executive Engineer (Mechanical) BPS 16 and Medical officer (male/female) BPS 17.
Although the advertisement did not state the exact number of said vacancies yet sources inside the department told Business Recorder that more than 70 vacancies would be filled through this advertisement.
It is a matter of concern that except for the vacancy of Medical Officer, the criteria of qualification for all other vacancies are only graduation in relevant subject, instead of post-graduation. The last date of submission of applications is December 8, 2011. The Secretary Local Government Ali Ahmed Lund has deputed a clerk at his office to collect the applications from the candidates who are coming directly to submit their applications by hand.
When this scribe visited the office of Local Government, an applicant available on the occasion disclosed that the clerk is charging 100 rupees as 'Kharchee" otherwise he will not add the application into the original file. "It is worth mentioning here that this is not the first time that Sindh government has bypassed the rules of appointments but this is routine practice."
Sindh Public Service Commission (SPSC) is a state-run-institution which has the mandate to appoint the people for the vacancies of Sindh government through competent exams beyond the grade 14 but many departments of provincial government made appointments of BPS 16 and 17 on their own, sources said.
