The Capital Development Authority (Amendment) Bill, 2011 was introduced in National Assembly on Tuesday. PML-N lawmaker Parveen Masood Bhatti moved the bill to further amend the Capital Development Authority Ordinance, 1960 [The Capital Development Authority (Amendment Bill, 2011] in the House.
The purpose of the Bill is to ensure and maintain the master plan of Islamabad and punish encroachers, land grabbers and unauthorised occupants and possessors of the authority's property. According to statement of objects and reasons of the Bill, in recent past there has been a tendency to convert public parks into residential and commercial areas, which is eradicating all green areas, necessary to maintain environmental balance in the Capital. Some officers and officials of the CDA are involved in such activities to extend undue favours to some vested interests, which is destroying the beauty of the Capital.
Similarly, there are unchecked encroachments or unauthorised occupations and possessions of state lands causing loss of billions of rupees. Chairperson of NA Standing Committee on Law, Justices and Parliamentary Affairs Begum Nasim Akhter Chaudhry presented two reports of the committee regarding the Constitution (Amendment) Bill, 2009 and the Code of Criminal Procedure (Amendment) Bill 2010 in the House.
