The Federal Board of Revenue (FBR) has reportedly invited experts to determine the present value of Pakistan Automated Customs Computerised System (PaCCS) to purchase the automated system. According to Rizwan Khadim Rathore, President of 'PaCCS Users Club', issues confronting Agility, the owner of the system, and FBR would be resolved shortly.
Agility had indicated to shut down the system on March 31 but is continuing on the request of the users of the system. Agility, he said, has always respected the sentiments of traders and continued with the system keeping in view their interests. Over 30,000 active users of PaCCS are reportedly highly satisfied with the performance of the system and urged the authorities to own it in the larger interest of importers.
Since 2005, the company is running this system at Pakistan customs successfully and it is their legal right to be awarded because PaCCS has generated huge revenue for national exchequer, Rathore said.
In PaCCS, the customs computer system is linked to the terminal operator's computer system and the consignments are released by customs and directly communicated to the terminal, which delivers the containers accordingly to the owners.
On the other hand, in 'One-Customs', the Pakistan Revenue Automation Ltd (PRAL) computers are not linked to the terminal operator's computers. Customs clear the consignments on paper declarations and the owner, or the clearing agent takes the customs cleared documents to the terminal and takes delivery against these paper documents.
