Controversy arises over appointment of executive directors in OGDCL

A controversy has arisen over the appointment of Executive Directors (EDs) in Oil and Gas Development Company Limited (OGDCL) as one senior General Manager (GM) has lodged a strong protest with the Management over ignoring him.
According to a letter, a copy of which is available with Business Recorder, Basharat A.Mirza, General Manager Supply Chain Management, wrote that "the positions of ED Exploration, Petroserv, Production and Security are to be the leaders of the top level in the organisation who should have capacity to take decisions, have achievements to their credit and good relationship with their colleagues at all levels.... And courage to take decisions instead of having working level skills mentioned in the advertisement".
"I am the senior most General Manager in the regular cadre of the company having diversified experience of heading five different/ important departments ie, Corporate Planning (including HSEQ & Company Secretary), Legal Services Department, Commercial Department, Projects Department and now Supply Chain Management Department.
"Projects Department had not done anything material during the last 3 to 4 years prior to my joining the department...completed much delayed Qadirpur Additional Capacity Project, developed ITBs for engagement of EPCC contractors for development of Kunnar Pasakhi Deep Tando Allah Yar (KPD-TAY), Uch-II, Sinjhoro and for EPC contractor for installation of Sulpher Recovery Unit at Dakhni. Unfortunately KPD-TAY & Sinjhoro went into litigation but I took Uch-II & SRU for Dakhni projects up to the stage of technical evaluation of the bids received," Mirza maintains in the letter.
"The performance of Projects Department since its inspection in 1982 to November 2010 clearly shows that my performance has been, over a period of about two years best amongst all," Mirza says adding "I request that I may be considered for promotion to an appropriate position in the Company."
The Human Resource Committee (HRC) of OGDCL Board of Directors (BoD) is scheduled to meet again today (Friday) to interview short listed candidates for appointment of EDs. OGDCL management has short listed two: (i) Manager, Khan Alam for ED post, and (ii) Colonel (Retd) Shafqat Hussain currently working as GM Communication for post of ED Security. Colonel (Retd) Hussian's services were recommended for termination by the Board of Directors in its 99th meeting held on November 27, 2008. OGDCL is still retaining some EDs who were illegally appointed.
