The Planning Commission has proposed strengthening the Competition Commission of Pakistan (CCP) with more autonomy keeping in view the excellent performance of the commission in taking actions against the cartels and companies involved in anti-competitive practices.
The performance of the CCP has been appreciated in the paper titled "Pakistan: New Growth Framework" 2011 chalked out by the Planning Commission. The paper talks about the role of the CCP in promoting competition in important sectors of the economy. According to the paper of the Planning Commission, the CCP has proved successful in the past few years in dealing with non-competitive activities in various sectors including sugar, cement and textile. There is a further need to maintain and strengthen autonomy of this entity.
The paper said that bringing international quality goods to consumers will promote innovation. Also, competition in value chain development needs to be promoted. This entails free entry and exit of participants in the market (without special privileges or licenses) as well as liberalising policy allowing for mobility with greater fairness and competition for wholesalers.
It said that the reforms for markets are divided into macro-level, industry-level and firm-level reforms and current laws in vogue need to be amended or repealed for competitive markets to flourish, the Planning Commission paper added.
