Rules violation: OGDCL set to propose hefty pay for MD, 2 GMs

The Oil and Gas Development Company Limited (OGDCL) management is reportedly set to propose to its Board of Directors (BoDs) to grant approval for Rs 1.6 million per month salary for its Managing Director and Rs 0.8 million per month for two General Managers (GMs) in violation of rules and regulations.
Sources said that MD OGDCL has drafted a proposal to be tabled before OGDCL board of directors scheduled to meet on December 30, 2010 for approval of his Rs 1.6 million salary package. Sources allege that OGDCL management introduced a unique idea to raise package of two GMs to Rs 0.8 million per month - considerably higher than what they are getting at present. They had been appointed on contract in OGDCL some time back without adhering to the prescribed rules and regulations.
GM communication Colonel (R) Shafqat and GM Audit Salman Amin were among those officials illegally appointed in the company and facing an inquiry. "It is shocking to note that OGDCL can not raise salary package of those already working in the company but these two officials were being recommended for a Rs 0.8 million per month pay," sources said adding that OGDCL was required to advertise the post with new terms and conditions before approving this hefty package.
OGDCL board of directors was to take up the issue of salary package of MD OGDCL Naeem Malik in the meeting held on November 15, 2010 but the item was dropped from the agenda due to controversy raised by media reports. Under the present government rules, any official sent on deputation by the government is allowed 20 percent additional salary over his/her basic salary while still remaining in government service. These rules entitle Naeem Malik to a salary package of nearly Rs 200,000 per month.
On the other hand, if Naeem Malik resigns from Petroleum Ministry and joins OGDCL on contract, he can draw regular MD OGDCL's package, which, according to sources, amounts roughly to Rs 1.4 million per month, along with two official vehicles and a host of other benefits. Sources reveal that Naeem Malik has not resigned from his parent official department, Petroleum Ministry, but he wants the entitlements and salary package due to the MD OGDCL during his appointment on contractual basis.
