NA Body recommends Govt departments to make rules

ISLAMABAD: National Assembly Standing Committee on Wednesday recommended the government departments to make rules following the laws in force the country and to suggest reforms on them if required.

During its meeting here on Wednesday under the Chairmanship of Member National Assembly (MNA) Riaz Fatyana, Executive Director Pakistan Institute of Parliamentary Service (PIPS) and representative of the National Commission for Human Rights (NCHR) briefed the committee about the need of reforms, improvements and amendments in the present laws.

The committee was informed that there are about 740 different laws in force at this time in Pakistan.

The major issue in failure of implementation of these laws is the failure of the concerned departments to formulate the rules and regulations which are delegated to these departments.

It was told that Ministry of law and Justice has taken an unprecedented step to update the certified laws at the official website.

However, it was pointed out that the certificates given with these laws need improvements because it neither contains the date of its certification nor the name of the given Statute.

It was proposed that the certificate should be more specific and to be relooked and updated.

The Committee recommended for consolidation of various laws upon the same subject and device procedure and provision of time frame to various departments for delegated legislation.

It was pointed out by the Committee that the delegated legislation under the Hindu Marriage Act, 2017 is still awaited despite deadline given in the Act. The Committee recommended to seek detailed report upon the given subject from the Ministry of Religious Affairs and Harmony.

The meeting was attended among others by MNAs Atta Ullah, Lal Chand, Muhammad Farooq Azam Malik, Muhammad Sana Ullah Khan Masti Khel, Agha Hassan Baloch, Sher Ali Arbab, Ms. Shunila Ruth, Rana Sana Ullah Khan, Ch. Mehmood Bashir Virk, Usman Ibrahim, Khawaja Saad Rafique, Syed Hussain Tariq and Aliya Kamran.
