Delimitation of constituencies: 'no mention of number of villages in ECP notification'
A meeting of the working group of Special Committee on Delimitation of Constituencies was informed by some ruling party parliamentarians that a number of villages are 'missing' in their constituencies after the delimitation exercise of Election Commission of Pakistan (ECP). A meeting of the working group chaired by Daniyal Aziz met here on Wednesday to examine proposals/objections relating to the delimitation of constituencies and make recommendations.
Later talking to media persons, Daniyal Aziz said, "Villages and mozas are missing in notification of delimitation of constituencies issued by the ECP." He said that the working group will present its suggestions to the National Assembly and ensure implementation on them. This was total lack of interest by parliamentarians of Pakistan Peoples Party, Pakistan Tahreek-e-Insaaf and Jamaat-e-Islami (JI) as their parliamentarians despite being members of working group did not turn up in the meeting.
An officials of the ECP on condition of anonymity said that so far only 12 complaints have been filed with the ECP-11 from Punjab and one from Khyber Pakhtunkhwa. When attention of working group chairman was drawn towards this point, he stated that most of the complaints are usually lodged on the last day. Earlier, during the meeting when a special invitee asked whether the committee's outcome and effectiveness will be acceptable to the ECP, Aziz said that there was some misconceptions after the first meeting of the group and the ECP reacted to it.
He further stated that the ECP might have not read the working terms of reference (TORs), which clearly state that it will submit its recommendations to the Lower House of the Parliament and not to the ECP. Aziz said that it is not for the ECP to be sad or happy and the working group of Special Committee on Delimitation does not need ECP's approval as it is working as per law.
Syed Imran Shah whose constituency NA-160, Sahiwal, is now NA-149, Sahiwal, said after the delimitation some areas are also missing in new constituency. Similarly, Shahji Gul Afridi also made similar complaints to the committee. They were invited by the ECP officials at Election Commission of Pakistan with assurance that their problems will be addressed.
Aziz said the committee does not want to look into individual issues but wants to know whether or not rules were applied uniformly. The final meeting of the working group will be held on Monday next before finalization and submitting recommendations to the House, he said.
