Central Selection Board to meet on January 9

Central Selection Board (CSB) meeting scheduled to be held from January 9 to 12 2018, may not take up cases of over 250 officers of cadre and non-cadre groups for promotion into next grades (from BS-19 to 20 and from BS-20 to BS-21), as the Board is scheduled to meet ahead of completing their ongoing courses at different institutions.
It is reliably learnt that despite spending millions of rupees on training for capacity building of top bureaucrats, more than 250 officers of cadre and non-cadre groups will be excluded for promotion into next grades because the Central Selection Board (CSB) is scheduled to meet before completion of their ongoing courses at different institutions. The CSB is scheduled to meet from January 9 to 12, 2018 for taking up promotion cases.
However, the officials at Federal Public Service Commission (FPSC) opined that it was long overdue CSB meeting which has now be convened by the Establishment Division. Although, no firm decision was taken so far yet this meeting of CSB could be summoned after a pause of few weeks period in order to avoid exclusion of officers from getting promotions which is considered legitimate incentive for qualified officers during their carrier endeavors, sources added.
The National School of Public Policy (NSPP) and other institutions were departing training courses to officers but they have been excluded for even consideration of their cases for getting promotion into next grades due to early convening of the SCB.
Details revealed that around 250 officers have been currently participating into courses at National Management Course (NMC), Senior Management Course (SMC) and National Defense University (NDU), and all these courses will be accomplished on January 12, 2018.
This simply means that these 250 officers belonging to DMG, Customs, IRS, Information and others as well as non cadre officers hailing from Election Commission of Pakistan, National Accountability Bureau (NAB) etc will not remain eligible for consideration of promotion into next grades.
Sources said that 70 officers were currently participating into NMC course and around 40 to 50 officers are getting training at Lahore, Karachi and Peshawar at SMCs and 33 officers are attending course at NDU. According to eligibility criteria, the officers' ACRs, reports of NMC, SMC and NDU as well as carrier records are required for consideration of promotion cases.
Those officers who are attending courses will not be able to get reports from their respective NMC, SMC and NDU as it will usually takes one month period so all these officers will be excluded from the promotion till the next CSB meeting.
An official said that on average, the government spent Rs 8, 60,000 from national exchequer to depart training course to each one officer of bureaucracy so this taxpayers' money should not be wasted. They did not want to go into the court because they were marked and then made almost impossible to get promotion in their carrier.
