In line with this vision, Pakistan Customs has undertaken major digital reforms to enhance transparency, efficiency, and integrity. The introduction of Faceless Customs Assessment, supported by an AI-based Risk Management System (RMS), has minimized human discretion, standardized assessments nationwide, and accelerated the clearance of legitimate trade. The recently launched Pre-Arrival Clearance System (PACS) and Direct Port Delivery (DPD) are further reducing costs for businesses, enabling faster release of consignments, and improving port efficiency in line with global best practices.

These reforms, combined with strengthened intelligence-based enforcement and coordinated anti-smuggling efforts, reflect the Government’s firm commitment to building a modern, technology-driven Customs administration that protects national revenues and safeguards society.

The government has undertaken wide-ranging reforms with the view to facilitate international trade. These reforms aim at reducing the time and cost of doing business by digitalizing Pakistan’s cross-border trade. A key component of government’s efforts to facilitate trade is a significant reduction in container dwell time at our ports through technology integration and modernization of Customs operations. PortVerse, Pakistan’s first Port Community System has streamlined exchange of information among the relevant stakeholders in order to minimize manual processes, and enhance the overall efficiency and transparency of port operations. Pakistan Customs has increased its focus on client satisfaction in recent years and endeavors to facilitate our businesses’ access to global markets with the support of AI-based risk management system which helps accelerate Customs clearance while addressing trade related security risks.

As Pakistan moves forward on its economic reform agenda, Pakistan Customs must continue to demonstrate adaptability, professionalism, and integrity. Pakistan Customs is playing a pivotal role in safeguarding our society from the adverse impacts of smuggling and illicit trade. The Federal Board of Revenue (FBR) remains committed to strengthening Pakistan Customs’ capacity to exercise vigilance and improve compliance while ensuring trade facilitation. The ongoing reforms in FBR are designed to ensure transparency, enhance efficiency, and strengthen enforcement in order to protect consumers, businesses, and to safeguard national revenue. As part of FBR’s Transformation Plan, significant emphasis has been placed on modernizing Pakistan Customs through digitalization, risk-based controls, and reduced human intervention. Faceless Customs Assessment (FCA) system is a prime example of such digital transformation initiatives. Similarly, establishment of Digital Enforcement Stations (DES) at key strategic locations across Pakistan will reinforce Pakistan Customs’ anti smuggling operations through enhanced real-time monitoring.

On 26 January each year, Customs administrations around the world celebrate International Customs Day. This gives them a chance to honour the dedication of their respective staffs, educate the public on Customs’ mission, and mobilize decision makers who can help ensure that they have the necessary tools and resources to innovate and address challenges effectively and efficiently.

International Customs Day is also an opportunity for the WCO, as the voice of the global Customs community, to highlight a specific area in which our community can take collective action. This year, we are elevating the profile of Customs as a protector of society and to demonstrate our dedication to safety and security through the WCO’s theme for 2026: “Customs protecting society through vigilance and commitment”.

Guided by this theme, I call on WCO Members to broaden the public recognition of how their steadfast service supports and safeguards the communities they serve. Indeed, even with our prominent position at the border, the indispensable contribution Customs makes to the security and welfare of societies worldwide is not commonly understood as part of the agency’s mission. We need to demonstrate that strong and well-equipped Customs authorities are indispensable to national and international security, public health, environmental protection, trade facilitation and supply chain integrity.

We can showcase operational achievements, underlining the practices and tools enabling them, and demonstrate the value of information and intelligence sharing, regional and international cooperation, capacity building, risk management, detection equipment and data analysis as cornerstones of safeguarding our society.

Customs’ protective mandate is not limited to enforcement against illicit firearms, financial flows, narcotics and unsafe goods. It also extends to advancement of public health and safety, environmental stewardship, disaster response, and overall security.

As more effective protection of society demands a unified response, we also need to show how building partnerships with other administrations, governmental authorities, law enforcement and intelligence agencies, international organizations, non-governmental organizations (NGOs), and trade and logistics operators brings an important added value in securing our borders and global supply chains.

I encourage Members to actively participate in WCO-led operations and to make full use of WCO standards, guidance and tools that are tailored to the needs of Customs administrations. The strength of our vigilance comes from using all the tools at our disposal.

Our shared narrative must convey that Customs’ actions do more than disrupt criminal operations; they preserve the security and well-being of entire societies. Together, by highlighting the decisive role Customs plays and presenting it through compelling, relatable storytelling, we will strengthen public understanding of our mission and reinforce the value of what we do.

Building on the collective momentum created by last year’s theme, let’s continue to tell the stories of the positive and crucial work carried out by Customs. As we undertake these efforts, we should remain mindful that the goals we are pursuing are substantial and intricate. Pakistan Customs is among the very few organizations in the country that pioneered the design and automation of clearance and audit systems. That also helped paved way for the Pakistan Single Window, as well as automation on other Government Agencies. Over the years, Pakistan Customs has pursued a broad-based reform strategy through a careful reassessment of its role and objectives, while aligning its operational ethos with prevailing international standards. The two fundamental pillars of this reform strategy are the simplification of business processes and the automation of cargo clearance procedures at all national ports. In an era where technological innovation is rapidly transforming the global business landscape, Pakistan Customs is also adopting modern business models to boost economic growth and enhance overall efficiency.

It is a well-known fact that increasing trade volumes cannot be effectively managed without state-of-the-art clearance systems, and the department’s efforts in this regard are highly commendable.
