ISLAMABAD: The Election Commission of Pakistan (ECP) has granted promotions to its four officers; from Basic Scale BS-19 to BS-20, in addition to reshuffling 65 officers of different ranks.
The said promotions have been granted with immediate effect and until further orders.
In this context, a recent notification from the electoral body states that Khurshid Alam has been promoted from the position of Director to the Chief Election Commissioner to the newly created position of Additional Director General to the CEC—from BS-19 to BS-20.
Fazal Hakeem has been promoted from Regional Election Commissioner Peshawar to Additional Director General (Elections II) at the ECP Secretariat – from BS-19 to BS-20.
Abdullah has been promoted from Director (Elections) in the Provincial Election Commission (PEC) Balochistan to Joint Provincial Election Commissioner (Elections) in the PEC Balochistan— from BS-19 to BS-20.

Nazar Abbas has been promoted from BS-19 to BS-20 with his official position unchanged; Additional Director General (Electoral Rolls) at the ECP Secretariat. He is also the ECP’s spokesman.
The newly promoted officers shall be on probation for a period of one year, further extendable, under the relevant laws and rules, the notification reveals.
Section 6 of the Civil Servants Act, 1973 reads that an initial appointment to an all-Pakistan service, or to a civil service of the Federation, shall be on probation.
In addition, the Rule 21(1) of the Civil Servants (Appointment, Promotion and Transfer) Rules, 1973 reads that the person(s) appointed by initial appointment, promotion or transfer shall be on probation for a period of one year. The subsequent Rule 21(2) provides that the period of probation may be curtailed for “good and sufficient reasons, to be recorded, or, if considered necessary, it may be extended for a period not exceeding one year as may be specified at the time of appointment.”
Meanwhile, the ECP has reshuffled 65 officers with their transfers and postings in different parts of the country. The relevant notifications issued in this regard reveal that the reshuffled officers comprise one officer each of BS-20 and BS- 19, nine officers of BS-18 and 54 officers of BS-17.
