Grant of pensionary benefits: Wafaqi Mohtasib asks EOBI to implement President’s order

ISLAMABAD: The Wafaqi Mohtasib (Ombudsman)’s Secretariat has issued a strict final reminder to the Employees Old Age Benefits Institution (EOBI) for immediate implementation of the President of Pakistan’s order directing grant of pensionary benefits to a deserving sister of the late EOBI employee.

The Regional Office of the Wafaqi Mohtasib, Karachi, in its letter dated August 24, 2026, addressed to the Chairman EOBI, expressed “profound concern” over the continued non-implementation of the Presidential order despite repeated communications issued by the Ombudsman’s Secretariat.

The letter referred to previous correspondence dated July 2 and August 3, 2026, as well as the initial communication dated December 17, 2025, concerning the implementation of the President’s order in Representation No. 474/WM/2025.

According to the Ombudsman’s Secretariat, the President of Pakistan, through the order dated December 17, 2025, upheld the findings and recommendations of the Wafaqi Mohtasib after formal adjudication by Justice Irfan Qadir (retd), Legal Affairs.

The decision established that Majeeda Parveen, one of the two sisters of late Naseer Ahmed Awan, an ex-Superintendent of EOBI, is legally entitled to pensionary benefits.

The Ombudsman’s office maintained that the decision was rooted in the fundamental right to equality guaranteed under Article 25 of the Constitution of Pakistan. It specifically noted that a widowed sister has legal parity with a divorced sister and; therefore, is entitled to equal protection and entitlement under the law.

The Secretariat observed that around eight months had elapsed since issuance of the Presidential order, yet the matter remained unaddressed. It termed the prolonged delay, despite repeated formal communications, as administrative inertia and non-compliance with official directives.

The latest communication made it clear that implementation of the appellate order of the President is a statutory obligation rather than a discretionary matter.

The EOBI Chairman has consequently been directed to ensure immediate and unconditional implementation of the Presidential order on an absolute priority basis, without any further delay.

The Ombudsman’s Secretariat has further directed EOBI to submit a consolidated compliance report, supported by necessary documentary evidence, within the stipulated period and specifically on or before September 4, 2026.

The letter warned that failure to comply with the directive by the prescribed deadline would be construed as “willful defiance, gross insubordination” and disregard for the sovereign orders of the President of Pakistan.

The matter concerns the entitlement of Majeeda Parveen, resident of Baldia Town, Karachi, to pensionary benefits following the death of her brother, Naseer Ahmed Awan, who had served as a Superintendent in EOBI.

The latest reminder has effectively placed EOBI under a firm deadline to comply with the Presidential order and furnish documentary evidence of implementation to the Wafaqi Mohtasib’s Secretariat.
