ISLAMABAD: The federal government has initiated the process for long-awaited promotions of senior civil servants, with the Establishment Division (ED) convening the Central Selection Board (CSB) meeting shortly to consider promotions from BS-19 to BS-20 and from BS-20 to BS-21 across all occupational groups and ex-cadre posts.
According to an office memorandum issued by the Establishment Division, ministries, divisions and cadre-controlling authorities have been directed to submit panels of eligible officers by August 10, 2026, paving the way for the CSB to finalise recommendations for higher-grade appointments.
The memorandum, addressed to all secretaries and cadre administrators, states that the CSB meeting will consider officers from all occupational groups/services, as well as ex-cadre posts, for promotion to BS-20 and BS-21.
The Establishment Division has asked all ministries and divisions to furnish the required promotion panels in the prescribed format within the stipulated deadline to avoid delays in the promotion process.
The CSB is the apex forum responsible for scrutinising the service records, performance evaluations, and eligibility of officers for promotion to senior management grades. Its recommendations are subsequently forwarded to the competent authority for final approval.
The upcoming meeting is expected to determine the career progression of a large number of officers serving in various federal services and occupational groups, making it one of the most significant bureaucratic exercises of the year.
Promotion boards are closely watched within the civil service, as elevation to BS-20 and BS-21 opens the door to appointments as additional secretaries, heads of attached departments, chief executives of public sector organisations and other strategic policymaking positions.
The issuance of the memorandum effectively kick-starts the annual promotion exercise, with the Establishment Division moving swiftly to collect updated panels from all cadre-controlling ministries before placing the cases before the CSB.
Officials said timely submission of the promotion panels would be critical to ensuring that the board completes its deliberations without procedural delays, allowing successful officers to assume higher responsibilities in the federal administration.
