MoU signed: Pakistan, Denmark to launch Strategic Sector Cooperation programme

ISLAMABAD: A Memorandum of Understanding (MoU) to launch the Strategic Sector Cooperation (SSC) programme between Pakistan and Denmark has been signed by Dr Fakhre Alam Irfan, Secretary Power Division, and Maja Derrous Mortensen, Ambassador of Denmark to Pakistan, on behalf of the Kingdom of Denmark.

Federal Minister for Energy (Power Division), Sardar Awais Ahmed Khan Leghari, witnessed the MoU signing ceremony, marking the formal launch of the SSC programme.

This government-to-government (G2G) collaboration on energy marks a significant step forward in bilateral relations, delivering direct technical assistance from Danish experts to Pakistani federal energy authorities to fast-track the national green energy transition and drive climate mitigation efforts.

The SSC programme is implemented jointly by the Danish Energy Agency—under the Danish Ministry of Climate, Energy and Utilities—alongside the Embassy of Denmark in Islamabad and the Ministry of Energy (Power Division) of Pakistan. Through technical assistance, capacity development, information exchange, and awareness raising, the partnership aims to facilitate low-carbon pathways for Pakistan’s energy sector while enabling cost-efficient implementation and upscaling of Nationally Determined Contribution (NDC) targets.

Under this agreement, Danish experts will provide targeted technical assistance and institutional capacity building across three core thematic areas: long-term energy planning, renewable energy integration, and energy efficiency within the industrial sector.

The program is structured to strengthen the technical competencies and operational capacities of key partner organisations across Pakistan’s energy infrastructure, including the Independent System and Market Operator (ISMO), National Grid Company (NGC), National Energy Efficiency & Conservation Authority (NEECA), National Electric Power Regulatory Authority (NEPRA), Power Planning and Monitoring Company (PPMC), and the Private Power and Infrastructure Board (PPIB).

This strategic cooperation builds directly upon the success of the Danish Energy Transition Initiative (DETI), which provided technical assistance and capacity development to Pakistani energy authorities from 2021 through 2025.

During the DETI program, Pakistani professional and technical experts participated in two specialised study tours to Denmark, and two annual Green Tech events were hosted in Karachi and Lahore to foster knowledge sharing, present long-term energy visions, and accelerate the integration of sustainable technologies across the country.
