ISLAMABAD: The federal government has introduced mandatory declaration forms requiring all civil servants to disclose their own and their dependents’ foreign nationality, passports, residence permits, and other travel documents at the time of appointment, annually, and within 90 days of any status change under the Civil Servants (Disclosure and Regulation of Foreign Nationality) Rules, 2026.
In a major move to tighten transparency and oversight within the civil service, the federal government has made it mandatory for civil servants to disclose their own and their dependents’ foreign nationality, passports, residence permits and other travel documents at the time of joining service, through annual declarations and within 90 days of any subsequent change in status under the Civil Servants (Disclosure and Regulation of Foreign Nationality) Rules, 2026.
The declaration forms, issued under Rule 3 of the new rules, require every civil servant to state whether they or any of their dependents possess foreign nationality or hold passports, residence permits, permanent residence cards or any other foreign travel documents that could lead to nationality of another country. Where applicable, officers must provide detailed particulars, including the holder’s name, relationship, nationality, passport or identification number and the mode through which the foreign status was acquired.
The rules also introduce an annual reporting requirement, under which serving civil servants must submit updated declarations each year. In addition to foreign nationality disclosures, the annual form requires officials to declare whether they or their dependents are married to foreign nationals and whether the requisite government permission was obtained under the Government Servants (Marriage with Foreign Nationals) Rules, 1962. The form seeks details of foreign spouses, dates of marriage and the relevant sanction or permission reference where applicable.
Another declaration format requires civil servants to notify the government within 90 days if they or their dependents acquire foreign nationality, foreign travel documents or any related status after entering service. The prescribed form also covers marriages with foreign nationals occurring during service and requires disclosure of supporting particulars.
The declaration forms contain strict undertakings warning that any false statement or failure to disclose the required information could trigger disciplinary proceedings and other action under the applicable laws and regulations. For new entrants into government service, the undertaking further states that failure to make the declaration or submission of a false declaration could render the appointment void ab initio, in addition to any other legal consequences.
