ISLAMABAD: Pakistan’s top military leadership on Monday vowed to take “all necessary measures” to ensure the country’s rightful share of water under the Indus Waters Treaty (IWT), reaffirming that the National Security Committee’s directives of April 24, 2025, would continue to guide the state’s response to India’s stance on the decades-old water-sharing agreement.
The commitment came during the 276th Corps Commanders’ Conference (CCC), chaired by Field Marshal Syed Asim Munir, Chief of Army Staff and Chief of Defence Forces, at the General Headquarters (GHQ) in Rawalpindi.
According to the Inter-Services Public Relations (ISPR), the forum took note of India’s rhetoric surrounding the Indus Waters Treaty and reiterated its resolve to ensure the availability of Pakistan’s rightful share of water in accordance with government directives and the aspirations of the people of Pakistan.
The forum also expressed serious concern over what it described as the continued use of territory under the control of the Afghan Taliban by Indian-sponsored terrorist groups, including Fitna al Khawarij (FAK) and Fitna al Hindustan (FAH), to orchestrate attacks inside Pakistan.
It maintained that lasting peace and stability in the region depended on preventing the use of Afghan Taliban-controlled territory by such groups, adding that the Afghan Taliban regime bore direct responsibility for ensuring that its territory was not used against Pakistan. Reaffirming Pakistan’s right to defend its people against terrorism, the forum said intelligence-based operations against terrorist threats emanating from across the border would continue under the ambit of Operation Ghazab-lil-Haq.
Reviewing the internal security situation, the commanders stressed that military operations alone would not be sufficient to eliminate terrorism. They underscored the need to establish robust governance structures in terrorism-affected areas focused on public service delivery and welfare, while dismantling what the forum described as the nexus between terrorism and organised crime operating under political patronage.
The conference noted that following Pakistan’s “comprehensive victory in Mark-e-Haq,” hostile elements had increasingly shifted towards externally supported hybrid warfare and disinformation campaigns to create unrest. The forum condemned all forms of state-sponsored financing, facilitation and sponsorship of proxy groups, warning that any attempt to destabilise Pakistan through hybrid means would be met with strategic clarity and firm resolve.
The participants reviewed the prevailing security environment and expressed satisfaction over the operational preparedness, professionalism, and combat readiness of the Pakistan Armed Forces. The forum also offered Fateha for the martyrs of the Armed Forces, law enforcement agencies and civilians, reaffirming that their sacrifices remained the foundation of Pakistan’s security, unity and resilience.
On the regional front, the commanders appreciated Pakistan’s constructive role in promoting dialogue, de-escalation and regional stability. They reaffirmed the country’s commitment to peaceful conflict resolution, respect for international law, and enhanced regional cooperation to address shared security challenges.
Reiterating Pakistan’s position on Jammu and Kashmir, the forum strongly condemned what it described as ongoing human rights violations and unilateral demographic changes in Indian Illegally Occupied Jammu and Kashmir (IIOJK). It reaffirmed Pakistan’s unwavering diplomatic, political and moral support for the Kashmiri people’s right to self-determination in accordance with the United Nations Security Council resolutions, stating that lasting regional stability depended on the resolution of the Kashmir dispute.
In his concluding remarks, Field Marshal Asim Munir directed commanders to expedite implementation of the Armed Forces’ multi-domain transformation plan in line with the evolving character of warfare. He also called for maintaining the highest standards of vigilance, operational readiness and professional excellence, emphasising integrated responses to conventional, sub-conventional and hybrid threats while safeguarding Pakistan’s sovereignty and national interests at all costs.
