Fleet Operators Association of Pakistan (FOAP)

“Fleet Operators Association of Pakistan” (FOAP) is a registered association acting as a forum of all fleet operators of Pakistan having ownership of at least 25 vehicles or more.

We are the only trade association representing this sector, which is duly licensed by Directorate General – Trade Organizations, Government of Pakistan and registered with Securities and Exchange Commission of Pakistan as a corporate body.

FOAP represents the logistic industry with 50+ major players having fleet of 6000+ Trucks, Tankers and specialty carriers for transport.

The objectives of the association are to structure and organize the trucking and logistics industry in Pakistan. It provides a platform to fleet operators including but not limited to operators of trucks, trailers and heavy vehicles, confer and collectively formulate strategies on all issues of common interest and to address their business concerns. As per DGTO rules, we hold annual elections among members and office bearers and the Executive Committee regulates the functioning of the Association.

I. “Road Safety Training Institute” with the collaboration of National Highway & Motorway Police (NH&MP) for “Defensive Driving Courses”. The school is built by members’ donations and NH&MP provided the land. The Defensive Driving Course by NH & MP is being held twice a week, training drivers for safety, health, soft skills, and highways code. FOAP Members enjoy 33% discount on training fee.

II. FOAP has been instrumental through litigation and advocacy for end to “Overloading” and implementation of “Axle Load Limits”, we are successful in resisting pressure from industry and brought Government to implement “National Highways Safety Ordinance, 2000, (NHSO-2000)” enforcing limits according to Axle weight.

III. FOAP Chairman Rana Asim Shakoor, is also the Chairman of Ministry of Commerce’s Sectoral Councill on Logistics-2025 engaged in stakeholders’ consultation on government policies.

IV. FOAP is member of Government’s CMR Implementation Committee to implement international CMR conventions for bilateral trades and export.

V. FOAP is leading and participating, Federation of Pakistan Chambers of Commerce and Industries, FPCCII, Standing Committee on “Logistics” since 2019 for consecutive 3 years, doing advocacy and engaging government officials to bring improvements in policies.

VI. FOAP is collaborating National Transport Research Centre NTRC, Government of Pakistan, supporting with data, training, and development, and helping formulate government plans and policies.

VII. Working with various Government levels/sections, Ministry of Communication, Ministry of Commerce, and other, regulatory, and functional departments, we continuously keep watch, correspond, and assist government for the improvements and needed changes in National Freight & Logistics policy (NFLP) by member organizations to establish standards, safety, taxation, and environmental improvements of the industry.

VIII. 5th Annual “Shaheen FOAP Cricket Tournament 2025”, like the 4th tournament in May 2024, with donations from members to raise the funds for rehabilitation of Flood effected and incorporate healthy social activity for member employees and drivers, after successful events in 2018 & 2019, 2023 2024. Successfully executed 5th iteration of the tournament in in November 2025.

IX. FOAP is in coordination with UNDP-Youth Empowerment Program and its implementation partners Technology Up gradation & Skill Development Company (TUSDEC), Ministry of Industries & Production, Government of Pakistan, to meet the demand of skilled manpower, upgrade technologies and training needs of youth for the logistics and related industries.
